O papel das ONG’s na resolução do conflito Israelo-Palestiniano através da ênfase no desenvolvimento humano: um estudo de caso

Abstract

O conflito Israelo-Palestiniano, um dos mais longos da nossa época, ao qual têm sido impostas respostas tradicionais de resolução dos conflitos, continua ainda por solucionar. A Nablus Association for Social and Community Development, uma associação no norte da Cisjordânia, trabalha diretamente com a comunidade refugiada em várias áreas do desenvolvimento humano. A nova abordagem de segurança humana dos anos 80, que desafia a visão tradicional centrada em questões territoriais e militares e vê como principal ator o Estado, poderá ser uma das respostas para o problema, principalmente em locais cuja população encontra-se desprotegida das várias inseguranças, como é o caso da população refugiada em estudo. Sendo a intenção desta dissertação perceber o papel das organizações não-governamentais na resolução do conflito israelo-palestiniano através da ênfase no desenvolvimento humano, será então analisada a contribuição desta entidade para a segurança humana, a partir de uma visão alargada de segurança humana, que incorpora o desenvolvimento humano na sua análise.

The Israeli-Palestinian conflict, one of the longest of our time, to which traditional responses of conflict resolution have been imposed, remains unsolved. The Nablus Association for Social and Community Development, an association in the northern part of the West Bank, works directly with the refugee community in several issues of human development. The new approach of human security in the 80s, that challenges the traditional view focused on territorial and military issues and recognize the state as the main actor, may be one of the answers to the current problems, especially in places where the population is unprotected from many insecurities, as is the case of the refugee population of this research. Being the intention of this dissertation to understand the role of nongovernmental organizations in resolving the Israeli-Palestinian conflict, through an emphasis on human development, it will be then analyzed the contribution of this specific agency to human security, from a broader perspective of human security, which incorporates human development in its analysis.
