Moçambique: os casos dos jornais Notícias e O País na cobertura das violações dos Direitos Humanos

Abstract

O artigo procura perceber como a imprensa moçambicana faz a cobertura das violações dos direitos humanos por parte do Estado, dentro e fora das cadeias, com enfoque especial no biénio 2008-2009, do ponto de vista dos dois diários de maior difusão no país, Notícias (público) e O País (independente). Os dois jornais ainda não têm uma linha editorial sobre os direitos humanos: o primeiro (Notícias) pauta pelo bom nome das instituições, considerando as violações como iniciativa de indivíduos (geralmente polícias) isolados, o segundo (O País) retrata a Polícia como o pior violador de direitos humanos em Moçambique. Daqui a diferente abordagem: Notícias privilegia fontes institucionais, O País as “alternativas”, usando a reportagem, apurando factos e, se for o caso, desmentindo a versão das autoridades. Apesar das suas limitações, a imprensa – sobretudo independente – conseguiu difundir na opinião pública a ideia de que o Estado tem de respeitar os direitos individuais, desempenhando a função de “watch-dog”.

The article aims at understanding how the Mozambican press covers the violations of human rights by the State, inside and outside prisons, focussing on the biennium 2008-2009, considering the two most common newspapers of the country, Notícias (public) and O País (independent). These two newspapers haven´t got an editorial line on human rights yet: the first one (Notícias) intends to defend the name of local institutions, considering violations as isolated individual initiatives (generally by policemen); the second one (O País) represents the Police as the worst violator of human rights in Mozambique. Hence the different approach: Notícias privileges institutional sources, while O País the “alternative” ones, using reportages, verifying the facts and, if necessary, contesting the version of authorities.
