Estatutos de trabalho das famílias agrícolas portuguesas

Abstract

Este estudo tem por objetivo apurar os estatutos de trabalho das famílias agrícolas em Portugal de 1990 a 2010. Procura-se ainda identificar a existência de subocupação e o papel da pluriatividade e da multifuncionalidade como estratégias de subsistência das explorações agrícolas familiares. A orientação metodológica assenta na análise de dados secundários. A estratégia de investigação consiste na pesquisa bibliográfica sobre o tema da ocupação e atividades agrícolas da população agrícola familiar, seguida pela pesquisa e análise efetuada à base de dados estatísticos do INE, com particular ênfase nos Recenseamentos Agrícolas de 1989, 1999 e 2009. As estatísticas mostram que a população agrícola familiar diminuiu consideravelmente ao longo do período de 1990 a 2010. Os Recenseamentos Agrícolas revelaram a existência de duas perspetivas na identificação dos principais estatutos de trabalho da população agrícola familiar: a perspetiva que identifica o exercício de atividade agrícola a tempo completo e a tempo parcial, onde se constatou a existência de uma percentagem não despicienda de população para a qual não é possível determinar a ocupação de tempo e que poderá ocultar subocupação, e a perspetiva da situação na profissão, exterior à profissão agrícola. Esta última subdivide-se em quatro grupos: o Trabalhador por Conta Própria, o Patrão / Empregador, o Trabalhador por Conta de Outrem e o Trabalhador Familiar Remunerado. Os dados apontam para a existência de pluriatividade como lógica familiar fundamental para a subsistência das explorações agrícolas familiares mas não apontam para a importância de estratégias de subsistência familiar ancoradas na multifuncionalidade

This study aims to determine the statutes of work for agricultural families in Portugal from 1990 to 2010. It seeks to further identify the existence of underemployment and the role of pluriactivity and multifunctionality in livelihood strategies of family farms. The methodological orientation is based on secondary data analysis. The research strategy consists in the study of literature on the topic of occupation and agricultural activities of family farming population, followed by research and analysis carried out on the basis of statistical data of the INE, with particular emphasis on the Agricultural Census 1989, 1999 and 2009. The statistics show that family farming population has decreased considerably over the period 1990 to 2010. the agricultural Census revealed the existence of two perspectives in identifying key statutes of work in family agricultural community: a perspective that identifies the exercise of farming full time and part-time, which demonstrated the existence of a non-negligible percentage of the population for which it is not possible to determine the occupation of time and that can hide underemployment, and the prospect of working status, outside the agricultural profession. The latter is subdivided into four groups: Self Employed Worker, the Foreman / Employer, Worker for Others and the Paid Family Worker. The data point to the existence of pluriactivity among families as a fundamental logic to the livelihood of family farms but do not point to the importance of family subsistence strategies anchored in multifunctionality
