Centro de apoio familiar e aconselhamento parental: programa integrar famílias

Abstract

Este trabalho de projeto “Centro de Apoio Familiar e Aconselhamento Parental: Programa Integrar Famílias” constitui o início para a implementação de um Centro de Apoio Familiar e Aconselhamento Parental (CAFAP). Dado o número elevado de crianças e jovens em situação de acolhimento institucional que se tem registado em Portugal, nos últimos anos, em especial em acolhimento de longa duração através dos Lares de Infância e Juventude, pretendemos contribuir com um projeto alternativo, suportado no acolhimento familiar, como alternativa ao acolhimento institucional, promovendo e privilegiando a família de origem. A implementação do projeto será no concelho de Sobral de Monte Agraço, dirigido para crianças e jovens em situação de risco e suas famílias. O CAFAP consiste no desenvolvimento de três ações: o apoio psicopedagógico e social; a formação parental e a integração e promoção de recursos sociais e comunitários. Tem ainda por objetivo criar um banco de recursos para as famílias, no qual estarão à disposição géneros alimentícios, roupas, brinquedos e livros para as crianças e jovens. Um pouco por todo o mundo desenvolvido o paradigma do Estado Social está em processo de mudança. A tendência é o menor envolvimento do Estado na oferta direta ou indireta, através de subsídios, comparticipações ou outras transferências, de serviços sociais. Outra tendência esperada é o maior envolvimento da comunidade na prestação de apoio de proximidade aos seus membros mais carenciados. Um grande desafio para as IPSS é delinear estratégias eficazes de captação de fundos de benfeitores e mecenas privados. Na sequência deste novo paradigma do Estado Social, realizou-se a candidatura deste projeto a outras fontes de financiamento, nomeadamente à Bolsa de Valores Sociais (BVS).

The work project “Family Support and Parental Counseling Center” constitutes the beginning of the implementation of a Family Support and Parental Counseling Center (FSPCC). I try to count the elevated number of children and youth receiving institutional refuge that have been registered in Portugal. In the last few years, especially in long-term refuge through the Childhood and Youth Homes, it has been proposed to provide an alternative plan using family refuge as an alternative to institution refuge, premoting that the priority be given to the child's or youth's own family. The implementation of this project would take place in the Sobral de Monte Agraço council, aimed towards at risk children and youth and their families. FSPCC consists of the development of three points: psychological and social support, parental training, and integration and promotion of private and community resources. It also has the objective of creating a reserve of resources for the families which will be available for food, clothes, toys, and books for the children and youth. A little for everyone developed the paradigm of the Social State in the process of change. The tendency is the least amount of involvment of the State in the direct or indirect offers, through aid, contributions, or other transfers of social services. The other tendency is the biggest amount of involvment of the community in the offering neighborhood support to their most needy members. A big challenge for IPSS is to outline effective strategies to collect the funds of benefactors and private patrons. In the sequence of this new paradigm of the Social State, this project and other financial sources become cantadates, namely Social Values Fund (SVF).
