Protecção e direitos das mulheres trabalhadoras em Portugal: As origens do estado-providência (1880-1943)

Abstract

Este trabalho tem por objectivo reflectir sobre a assistência, a previdência social e os direitos das mulheres trabalhadoras, em Portugal, entre 1880 a 1943. A primeira data marca o início do nosso estudo sobre os estatutos das associações de socorros mútuos e a segunda foi o ano da extensão do abono de família a todos os trabalhadores. Em Portugal as mulheres constituíam mais de um quarto dos trabalhadores no mercado de trabalho. Durante este período, as taxas da natalidade mantinham-se altas no país, mas constatámos que a mortalidade infantil, principalmente no primeiro ano de vida, era muito elevada, alertando a classe médica para o perigo da “degenerescência da raça”. Estas questões remeteram-nos a indagar sobre as origens do Estado-Providência e a situação das mulheres no mesmo. Partindo destas duas constatações, tentámos, neste estudo, responder a algumas questões fundamentais: - Que leis permitiram a assistência e a previdência às mães trabalhadoras? Quais as instituições que concretizaram a assistência às mães e seus filhos? Como actuaram os poderes públicos para debelar o flagelo da mortalidade infantil? Entre as classes populares, o movimento mutualista tinha uma grande adesão. Como terão os (as) mutualistas concebido a modalidade maternidade que particularizava as associadas? Num estudo de caso, no “Sítio de Xabregas”, freguesia do Beato, em Lisboa, com uma forte população popular e operária feminina, pretendemos percepcionar como se organizava o quotidiano das famílias das mães trabalhadoras.

The aim of this work is to reflect on social assistance, social welfare and the rights of working women in Portugal between 1880 and 1943. 1880 sets the beginning of our study on mutualistic associations and respective regulations. 1943 was the year when for the first time all workers were paid a family allowance. In Portugal women represented more than a quarter of the working class population. Though birth rates were high during this period, we could verify that childhood mortality was also high in the first year of life. This caught health professionals’ attention to the perils of “race degeneration”. All these problems motivated us to research into the origins of the Welfare State and the female condition. Bearing in mind these two facts, we decided to work out on the answers to three fundamental questions: What laws enabled assistance and protection to working mothers; which associations carried out that kind of assistance; what steps the governments took to tackle the scourge of childhood mortality. The working class strongly supported the mutualistic movement and therefore in this study it is important to find out how mutual associations planned motherhood protection. Xabregas, in Beato parish, in Lisbon, was chosen as a case-study because this neighborhood had an important and strong female working community, and so we aim to understand how the daily routine of the families of working mothers was.
