A intervenção com famílias de menores acolhidos em lares de infância e juventude: o olhar dos técnicos responsáveis pela intervenção

Abstract

A família, apesar de todas as transformações, continua a ser entendida como o primeiro e mais importante agente de proteção e socialização das crianças. No entanto, para algumas, os pais podem deixar de ser agentes protetores, por diversas razões, passando estas funções a ser asseguradas por instituições de acolhimento. Assim, há que procurar um equilíbrio entre a família e os centros de acolhimento para um adequado desenvolvimento do menor. Perante esta realidade, procurámos sistematizar a intervenção dos técnicos responsáveis pelo trabalho com as famílias dos menores em acolhimento institucional prolongado. Para tal, analisaram-se os discursos de seis técnicos de Lares de Infância e Juventude, recolhidos em contexto de entrevista, donde se obteve a sua perceção em relação aos menores acolhidos, às suas famílias, às práticas profissionais utilizadas na intervenção e às dificuldades institucionais sentidas. Desta reflexão concluímos que os jovens sinalizados chegam mais tardiamente ao acolhimento, o que reduz, segundo os técnicos, a possibilidade de se inverter as influências transgeracionais e de alterar as condições que levaram à retirada dos menores, colocando ainda novos desafios quer ao acolhimento, quer à intervenção com as famílias. Por conseguinte, apesar de prevalecer um ceticismo em relação a eventuais mudanças na família, os entrevistados reconhecem que muitas das limitações também decorrem da forma como o sistema se organiza para tentar responder de forma eficaz aos seus problemas.

Despite all transformations, the family continues to be recognized as the first and most important agent of protection and socialization of children. However, for some, parents are no longer protective agents, due to several reasons, leaving these functions to be handled by childcare institutions. So, it is necessary to find a balance between the family and the childcare centers, to provide a proper development for the child. In face of this reality, we tried to systematize the intervention of the technicians responsible for the work with families of children in extended institutional care, by analyzing the discourse of six professionals from children and youth homes (LIJ), collected by interview, thus obtaining their perception towards children in care, their families, the professional techniques used in intervention and the institutional difficulties encountered. From this reflection, we conclude that children arrive later at the institutions, which, according to those professionals, reduces the possibility of reversing the transgenerational influences and changing the conditions that led to the withdrawal of the children, while bringing also new challenges both to the institutionalization and the intervention with the families. Therefore, despite a prevailing skepticism in relation to possible changes in the family, the respondents recognize that many of the limitations also derive from the way the system organizes itself to try to respond effectively to its problems.
