NATO: aliança ou organização de segurança?: análise de 1991 a 2010

Abstract

Actualmente quando falamos da NATO, mais do que uma instituição, falamos de um símbolo. A dissertação intitulada “NATO: Aliança ou Organização de Segurança? Análise de 1991 a 2010” propõe-se a discernir qual o propósito e a natureza de uma Aliança criada num tempo diferente daquele que hoje vivemos. Analisaremos como o alargamento dos conceitos de Defesa e Segurança num mundo cada vez mais globalizado e interdependente obrigou a Aliança Atlântica a adaptar-se, nomeadamente através do estudo do seu Conceito Estratégico. Vamos debruçar-nos sobretudo sobre os seus pontos mais importantes como o desenvolvimento do papel político da NATO e a evolução do Artº 5º, cada vez mais imbuído de um caractér expedicionário, a manutenção do elo transatlântico e a promoção da cooperação em prol da obtenção de assegurar a segurança dos membros da Aliança para lá das suas fronteiras físicas. A Geopolítica vai assumir igualmente um papel importante na nossa investigação, dada a importância dos interesses geoestratégicos dos membros aliados e da responsabilidade internacional da NATO no que toca à salvaguarda da segurança e estabilidade internacionais. Vamos deter-nos em particular sobre a Eurásia em virtude da sua forte significação geopolítica, principalmente na agenda externa dos EUA e deixar em aberto a possibilidade de a Aliança a longo prazo se poder estender pelo menos até à Ásia Central. Isto vai conduzir-nos ao debate entre a NATO regional e a NATO global, que vai ser uma parte importante para compreendermos qual poderá ser o papel da Aliança Atlântica no futuro.

Today when we speak of NATO, rather than an institution, we speak of a symbol. The dissertation entitled "NATO: Alliance Organization or Security? Analysis from 1991 to 2010” proposes to discern what the purpose and nature of an alliance created in a different time that we live in today. We will discuss how the expansion of the concepts of Defense and Security in an increasingly globalized and interdependent world forced the Alliance to adapt. We are going to adress especially the study of its Strategic Concept and highlight some of its most important points such as the development of the political role of NATO and the evolution of article 5, increasingly imbued with an expeditionary character, the maintenance of the transatlantic link and the promotion of cooperation for the achievement of ensuring the safety of members of the Alliance beyond its physical boundaries. The Geopolitics will also assume an important role in our investigation, given the importance of geostrategic interests of the allies and the international responsibility of NATO with regard to safeguarding international security and stability. Let us hold on to Eurasia in particular because of its strong geopolitical significance, especially in the U.S. foreign agenda and leave open the possibility of the Alliance in the long run be able to extend at least to Central Asia. This will lead us to the debate between regional NATO and global NATO, which will be an important part to understand what might be the role of NATO in the future.
