Abstract

Nada se estraga, tudo se transforma. Da Natureza para a Administração Pública, tudo se estraga, se não se reforma. A adaptação à galopante realidade faz-se através de reformas que visam a modernização em prol da melhoria. A evolução na Administração Pública tem-se feito desta forma, adaptada ao momento em que se vive e com olhos postos no futuro. Na fase em que nos encontramos, os olhos estão postos no cidadão, nas novas tecnologias, na persecução do interesse público. Na era da informação, comunicar é a única forma de existir e justificar a existência. Os serviços públicos têm de se adaptar para vencer, e vencer é chegar até ao cidadão e por ele serem reconhecidos. Só um bom serviço, transparente, eficiente e eficaz, mudará o estigma que acorrenta a função pública à inércia e a rotula de ineficiente, incapaz e digna de desconfiança. A pretensão deste Trabalho de Projeto é a de criar uma plataforma online que funcione como a principal ferramenta dos jornalistas que procuram informação institucional, e que, através da clareza e verdade dos conteúdos lá colocados, a informação chegue até ao cidadão, ainda que em forma de notícia. O assessor de imprensa passará a ser um assessor da imprensa, mais próximo do cidadão e partilhando o objetivo de informar. A desconfiança traz desânimo, e a das instituições não é diferente. Agora, mais do que nunca, há que apostar na proatividade positiva para estabelecer parcerias entre partes que têm memórias opostas, mas cujo desejo por um renascer do País é partilhado.

In nature nothing is wasted, everything is transformed, whereas in the Public Administration everything is wasted if it‘s not reformed. The adaptation to our galloping reality occurs through reforms aiming at innovation towards improvement. The Public Administration has been evolving this way, according to the times we‘re living in and with eyes set on the future. Today, our eyes are set on the citizen, on the new technologies, on meeting the public interest. In this information era, communication has become the only way to exist and to justify existence. The public services must adapt themselves to succeed, and succeeding means reaching the citizens and being recognised by them. Only a good service, transparent, efficient and effective, will be able to change the stigma that enchains the public service to inertia and labels it as inefficient, incapable and worthy of distrust. This Project Work aims at creating an online platform to serve as the main tool for journalists looking for institutional information and that this information also reaches, through the transparency and truth of its contents, the citizen, although in a news format. The press officer will become an officer for the press, closer to the citizen and sharing the aim to inform. General distrust leads to discouragement, and distrust of institutions is no different. Now, more than ever, we have to bet on positive proactivity in order to create partnerships between parts that have opposite memories, but the same wish for our Country‘s rebirth.
