Transformações na emigração brasileira para Portugal: de profissionais a trabalhadores

Abstract

Após um período de estagnação da emigração brasileira para Portugal, em meados dos anos 1990, tornou-se visível, na viragem do século, um aumento do número de brasileiros a residir no país. Para além de crescer, a imigração do Brasil passou a ter uma forte componente de irregularidade e uma nova composição social. Pretendeu-se, com este projecto, perceber o que esteve na origem daquela nova migração, começando pela caracterização do movimento e do contexto em que surgiu. Através da análise das estatísticas dos recenseamentos da população, do Instituto Nacional de Estatística, e dos estrangeiros legalmente residentes, do Serviço de Estrangeiros e Fronteiras, foi possível confirmar que estávamos perante uma nova migração, maioritariamente de tipo laboral. Foram, também, entrevistados migrantes brasileiros chegados entre 1998 e 2005, com inserções profissões mais comuns, nomeadamente nos sectores da construção, do comércio e da restauração. Argumenta-se, com base nos dados recolhidos, que o surgimento desta nova migração do Brasil pode ser explicado como o resultado combinado de processos de recrutamento de mão-de-obra no destino, da operação de redes intramigrantes na origem e no destino e, no contexto do desenvolvimento de uma indústria de migração, dos laços entre migrantes mais antigos e mais recentes. A coexistência de um mercado de trabalho em expansão no país de chegada e de desemprego no país de partida, aquando do surgimento desta nova migração, bem como a existência de um espaço internacional regulado por acordos bilaterais que atenuavam a rigidez da política migratória europeia, completavam o quadro global no qual as redes operavam. Por fim, assinala-se o facto de esta nova migração se ter desenvolvido no espaço aberto pelo maior fechamento da fronteira sul norte-americana na sequência dos acontecimentos do 11 de Setembro de 2001.

Following a period of stagnation in the Brazilian emigration to Portugal, in the mid 90‟s, it became evident an increase in the number of Brazilians residing in the country at the turn of the century. Apart from growing, the Brazilian immigration begun having a component of irregularity and a new social composition. The aim of this project was to understand the origin of that emigration, starting with the analysis of the movement features and of the context which triggered it. Through the analysis of the statistics from population censuses, of the National Statistical Institute (INE), as well as from legal foreign residents, of the Immigration and Borders Service (SEF, it was possible to confirm that we were in the midst of a new migration, mostly labour migration. Interviews were also done with Brazilian immigrants who had arrived between 1998 and 2005 with the more common occupations among the Brazilian immigrants, namely in the sectors of construction, commerce and food services. It can be argued, based on the data collected, that the new migration from Brazil can be explained as the result of a combined process of recruitment of labour at destination, the operation of intra-migrant networks both in the sending ad the reception countries and, in the context of the development of a migration industry, the ties linking earlier and more recent migrants. The coexistence of an expanding labour market in the country of destination, and unemployment in the country of departure during the emergence of this new migration, including the existence of an international space regulated by bilateral agreements which mitigated the rigidity of the European migration policy, completed the global picture in which these networks operated. It shall be noted, finally, that this new migration developed in the opportunity created by increasing controls of the south-north American border after the 9/11 events.
