A empresarialização dos hospitais públicos no período de 2002 a 2005

Abstract

O presente estudo debruça-se sobre o processo de empresarialização dos hospitais públicos em Portugal, no período compreendido entre 2002 e 2005. Neste sentido, pretende-se determinar e analisar as diferentes medidas adoptadas pelos hospitais e os impactos que daí resultaram. Com esse objectivo, são identificadas as motivações por detrás deste processo, assim como a evolução do sector da saúde até à criação dos Hospitais EPE. No caso concreto dos Hospitais EPE, foram identificados os diferentes eixos da empresarialização e as medidas associadas a cada um. Como forma de análise dos resultados utilizam-se quer dados quantitativos, quer dados qualitativos. Os resultados permitem concluir que, com o desaparecimento da entidade responsável pelo acompanhamento do processo de empresarialização, a Unidade de Missão, desapareceram algumas medidas adoptadas inicialmente, tais como o Tableau de Bord e o Benchmarking. Conclui-se também, relativamente à produtividade e à eficiência, que nos primeiros quatro anos de empresarialização se verificou um aumento a produtividade, o qual se veio a traduzir numa melhoria da eficiência.

This study focuses on the process of corporatization of public hospitals in Portugal in the period between 2002 and 2005. In this sense, the different measures implemented by hospitals and their impacts are determined and analyzed in this study. For this purpose, the motivations behind the process of corporatization are analyzed, likewise the evolution of the Portuguese health sector until the creation of the “Hospitais EPE”. In the case of the “Hospitais EPE”, there were identified the different axis of corporatization and the measures associated to each one. As a way of analyzing the results, both quantitative and qualitative data are used. The results indicate that following the ending of the entity responsible for monitoring the process of corporatization, the “Unidade de Missão”, some measures initially applied were abandoned, such as the Tableau de Bord and the Benchmarking exercise. Futhermore, the investigation evidenced, in what respects productivity and efficiency, that in the first four years of corporatization there was an increase in productivity, which has driven the sector to a higher level of efficiency.
