As mulheres na diplomacia : O papel de Maria de Lourdes Belchior Pontes

Abstract

A posição de desigualdade em todos os aspetos quotidianos, profissionais e legais, a que as mulheres eram submetidas no Estado Novo preconizava a sua submissão a Deus, ao Estado, e à família, particularmente às figuras masculinas das suas vidas. De entre os vários impedimentos existentes, a impossibilidade de enveredar por algumas profissões, sob a premissa de uma inaptidão biológica associada ao ideário do regime, é a mais importante para o estudo de caso aqui apresentado. As mulheres, embora excluídas da carreira diplomática, podiam exercer cargos relacionados com a mesma. Nas embaixadas portuguesas ao redor do mundo existiam alguns cargos que, embora essenciais para o bom funcionamento das embaixadas, não pertenciam diretamente à carreira diplomática. As posições em questão estavam associadas ao aconselhamento e assistência, em várias matérias, dos profissionais de carreira. Assim, não pertencendo ao estatuto de carreira diplomática, estas posições não estavam vedadas às mulheres. O estudo empírico aqui realizado assenta num estudo de caso, centrado em Maria de Lourdes Belchior Pontes, que ocupou o cargo de Conselheira Cultural na Embaixada Portuguesa no Rio de Janeiro, entre 1963 e 1966. A consulta de documentação de arquivo, em particular o espólio da Conselheira e os registos presentes no Ministério dos Negócios Estrangeiros relativos à mesma, permitiram uma análise aprofundada do seu contributo não só para a Embaixada, mas também para as relações diplomáticas luso-brasileiras. A Doutora Maria de Lourdes Belchior foi a única mulher a ocupar um cargo desta tipologia durante o Estado Novo, e, por isso, é a base desta investigação acerca da presença das mulheres na diplomacia portuguesa.

The position of inequality, in all aspects of routine life, professional life, and legal matters to which women were subjected during the Estado Novo advocated their submission to God, the State, and the family, particularly to the male figures in their lives. Among the various obstacles that existed, the impossibility of pursuing certain professions, under the premise of biological unsuitability associated with the regime's ideology, is the most important for the presented case study. Although excluded from the diplomatic career, women could hold positions related to it. In Portuguese embassies around the world, there were some positions that, although essential to the proper functioning of the embassies, did not belong directly to the diplomatic career. The positions in question were associated with advising and assisting career professionals on various matters. Thus, as they did not belong to the diplomatic career status, these positions were not closed to women. This empirical study is based on a case study, focusing on Maria de Lourdes Belchior Pontes, who held the position of Cultural Advisor at the Portuguese Embassy in Rio de Janeiro between 1963 and 1966. The research of archival documentation, in particular the Counsellor’s estate and the records present in the Ministry of Foreign Affairs related to her, permitted an in- depth analysis of her contribution not only to the Embassy, but for the Luso-Brazilian diplomatic relations. Doctor Maria de Lourdes Belchior was the only woman to hold a position of this type during the Estado Novo, and is, therefore, the basis of this research on the presence of women in portuguese diplomacy.
