O agendamento político da violência obstétrica em Portugal

Abstract

Perante o surgimento da Violência Obstétrica na agenda política portuguesa e considerando a discórdia que se observa em torno da utilização deste termo, a investigação apresentada tem como objetivo elaborar um retrato do agendamento político da violência obstétrica em Portugal. Para tal, procura aferir as perceções dos atores envolvidos no processo de definição e emergência da violência obstétrica como um problema político, bem como o papel de cada um no surgimento deste termo na agenda política. Enquadrado na área das políticas públicas, o estudo realizado assenta na abordagem do modelo das etapas e adota uma metodologia de pendor qualitativo, recorrendo à entrevista semi-estruturada e à análise documental. Os resultados da pesquisa apontam que o surgimento da Violência Obstétrica na agenda política portuguesa foi fortemente motivado pelas organizações não-governamentais defensoras da utilização deste termo. Chegado à esfera política, a construção de narrativas sobre o conceito de violência obstétrica contou igualmente com a presença de entidades representantes de profissionais de saúde, cuja oposição à utilização do termo teve influência sobre o desenrolar deste processo de agendamento.

Following the emergence of obstetric violence on the portuguese political agenda and considering the existing disagreements regarding the use of this term, this research aims to provide an overview of the agenda-setting process concerning obstetric violence in Portugal. To this end, it seeks to assess the perceptions of the stakeholders involved in the definition of obstetric violence as a political problem, as well as their respective roles in the emergence of this topic on the political agenda. The study, situated within the field of public policy, is based on the policy cycle approach and adopts a qualitative methodology, employing semi-structured interviews and document analysis. The findings indicate that the emergence of obstetric violence on the portuguese political agenda was strongly driven by non- governmental organizations that advocate for the use of this term. Once the issue entered the political sphere, the construction of narratives around the concept of obstetric violence also involved entities representing health professionals, whose opposition to the term influenced the course of the agenda- setting process.
