Os desafios da habitação nos Açores e a eficácia das políticas de habitação

Abstract

A presente dissertação tem como objetivo analisar a eficácia das Políticas Públicas de Habitação nos Açores nos últimos 50 anos. A Habitação constitui um dos pilares fundamentais das políticas sociais, sendo um direito constitucionalmente consagrado e um fator determinante para o bem-estar e a coesão social. No contexto específico dos Açores, caracterizado por uma insularidade marcada e condições geográficas e económicas peculiares, a formulação e implementação de políticas de habitação enfrenta desafios singulares. Com efeito, fatores como a dispersão geográfica e a pressão sobre os recursos públicos exigem uma resposta eficaz e adaptada às necessidades da população local. A dissertação procura, assim, examinar os principais programas e iniciativas promovidos pelo Governo Regional dos Açores, desde a construção de habitação social até às políticas de apoio ao arrendamento e à reabilitação urbana. Para além desta análise, este trabalho visa também explorar o impacto das mesmas na redução das desigualdades sociais e na promoção do processo de desenvolvimento regional. Neste sentido, os resultados sugerem que ainda se verifica uma insuficiente integração territorial das componentes proximidade e acesso. Finalmente, são propostas algumas recomendações que possam contribuir para uma política habitacional mais eficaz, inclusiva, e ajustada à realidade insular açoriana.

The present dissertation aims to analyze the effectiveness of Public Housing Policies in the Azores over the past 50 years. Housing is one of the fundamental pillars of social policies, being a constitutionally enshrined right and a key factor for well-being and social cohesion. In the specific context of the Azores, characterized by marked insularity and unique geographical and economic conditions, the formulation and implementation of housing policies face distinct challenges. Indeed, factors such as geographical dispersion and pressure on public resources require an effective response tailored to the needs of the local population. The dissertation seeks to examine the main programs and initiatives promoted by the Regional Government of the Azores, from social housing construction to rental support policies and urban rehabilitation. Beyond this analysis, this work also aims to explore the impact of these policies on reducing social inequalities and promoting the regional development process. In this regard, the results suggest that there is still insufficient territorial integration of proximity and access components. Finally, some recommendations are proposed to contribute to a more effective, inclusive, and tailored housing policy that aligns with the Azorean insular reality.
