O Sistema Nacional de Saúde e as urgências hospitalares: Contributos da literacia para a gestão e organização

Abstract

Esta dissertação analisa os vários fatores que levam os cidadãos a tomarem decisões sobre a sua saúde, nomeadamente as que os levam a recorrer às urgências hospitalares sem utilizar o circuito do Serviço Nacional de Saúde (SNS). O objetivo é fornecer uma visão de como a literacia em saúde influencia a sua atitude, desde a forma como recebem ou procuram a informação, o seu comportamento perante a decisão e o papel do governo português na estrutura de comunicação e divulgação, destacando benefícios, desafios e potenciais vantagens e desvantagens. Foi efetuada uma revisão de literatura e aplicados inquéritos, cujos resultados foram obtidos de forma online e de forma presencial, tendo proporcionado uma ampla compreensão do conhecimento existente, das características socioeconómicas do utente em Portugal, das medidas do Governo que influenciaram a gestão do SNS e de quais as estratégias adotadas por outros países. O estudo aborda igualmente os elementos que têm mais peso para os cidadãos na tomada de posição e como, em certas situações, se sobrepõem ao conhecimento associado com a literacia em saúde.

This dissertation examines the various factors that influence citizens to make decisions about their health, namely that lead them to resort to hospital emergencies in spite of the other National Health System (SNS) services. The primary objective is to provide an insight into how health literacy influences their behaviour, from the way they receive or seek information, their attitude towards the decision and the role of the Portuguese Government in the communication and dissemination structure, highlighting benefits, challenges and potential advantages and disadvantages. A literature review was carried out and surveys were prepared, the results of which were obtained online and in person, providing a broad understanding of existing knowledge, the socio-economic characteristics of the health user in Portugal, the Government measures that influenced the management of the SNS and what strategies are adopted by other countries. The study also addresses the elements that have the most weight for citizens when taking a position and how, in certain situations, they overlap with the knowledge associated with health literacy.
