Famílias na contemporaneidade: Potencialidades e limites à intervenção profissional

Abstract

A configuração contemporânea da política de ação/assistência social repercute na intervenção do assistente social com famílias, colocando novos desafios à prática profissional. O enfraquecimento das ações do Estado para com o social e o fortalecimento de instituições particulares para responder as refrações da questão social geram consequências para a efetiva proteção social de famílias em situação de vulnerabilidades e riscos. A revisão de literatura permitiu a construção teórica do objeto de estudo e a definição do objetivo geral: sistematizar a prática do assistente social com famílias na política de ação/assistência social em Portugal e no Brasil. O estudo caracteriza-se por desenvolver uma pesquisa de campo, de natureza qualitativa, tendo como paradigma a perspectiva interpretativista, pautada na revisão de literatura, análise documental, entrevistas semiestruturadas e questionários. O campo empírico compreende os CAFAP (Portugal) e as Instituições de Acolhimento para crianças e adolescentes (Paraíba/Brasil). Escolha motivada por considerar o CAFAP um serviço diversificado, que trabalha diretamente com as famílias. Por outro lado, as Instituições de Acolhimento têm como foco prioritário o trabalho com família e o processo de reintegração familiar. Reconhecemos os avanços e as inovações engendradas pelos diversos documentos legais. Contudo, os princípios de parentalidade e convivência familiar desligados da realidade, desobrigam as políticas sociais de responder às refrações da questão social. A intervenção, focada nos problemas e restrita ao núcleo familiar, pode sobrecarregar a responsabilidade das famílias, fortalecendo a perspectiva familista da política. Constatamos que o assistente social pode ser promotor de uma intervenção pautada na perspectiva da cidadania, da participação e do direito à proteção, no fortalecimento de um trabalho interdisciplinar, conforme as diferentes competências e disciplinas.

The contemporary configuration of social action/assistance policy affects the intervention of social workers with families, posing new challenges to professional practice. The weakening of the State's social actions and the strengthening of private institutions and non-governmental organizations to respond to the outcome of the social issue generate consequences for the effective social protection of families in vulnerable and risky situations. The literature review allowed the theoretical construction of the object of study and the definition of the general objective: to systematize the practice of social workers with families in the social action/welfare policy in Portugal and Brazil. The study is characterized by being a qualitative field research, having as its paradigm the interpretative perspective, based on the literature review, legal document analysis, semi-structured interviews and questionnaires. The empirical field is the CAFAP (Portugal) and the Shelter Institutions for children and adolescents (Paraíba/Brazil). This choice was motivated by the consideration of CAFAP as a diversified service, which works directly with families. On the other hand, the Shelter Institutions have as their priority focus the work with families and the process of family reintegration. We recognize the advances and innovations generated by the various documents, however, the principles of parenting and family coexistence disconnected from reality, exempt social policies from responding to the repercussions of the social issue. Intervention focused on problems and restricted to the family nucleus can overload the families' responsibility, strengthening the family-oriented perspective of the policy. We found that the social worker can promote an intervention based on the perspective of citizenship, participation and the right to protection, strengthening interdisciplinary work, according to the different skills and disciplines.
