A gestão orçamental: o caso da empresa SIGMA

Abstract

Ao longo dos anos, o orçamento tem assumido um papel importante nas organizações. O tema gestão orçamental tem suscitado o interesse de vários investigadores, apresentando-se como uma questão relevante no contexto empresarial. Esta tese tem como função principal complementar as teorias existentes e identificar novos aspectos proeminentes. A gestão orçamental pode ser definida como o planeamento sistemático das actividades numa organização, que se traduz no orçamento (expressão quantitativa dos objectivos da empresa), comparando-se, periodicamente, o real com o orçamentado. Esta dissertação apresenta um case study sobre a gestão orçamental, numa empresa do sector bancário. O seu objectivo é, por um lado, melhorar o conhecimento sobre a gestão orçamental em empresas de prestação de serviços, e por outro, compreender este processo quanto à sua estrutura e implicações para as organizações. O case study analisa o orçamento em todas as vertentes da empresa Sigma, uma financeira de um grupo automóvel multinacional, relacionando as teorias subjacentes a este tema com a execução real do orçamento nesta empresa. Como resultados principais do case study conclui-se que a organização possui características intrínsecas a uma boa política orçamental e que o orçamento está assimilado na estratégia e planeamento da empresa. O orçamento é uma ferramenta importante na gestão da empresa, na medida em que facilita a coordenação e execução das actividades e estabelece objectivos.

Throughout the years, the budget has assumed an important role in the organizations. The budgetary management subject has attracted the attention of several investigators, presenting itself as a relevant matter in the enterprise context. This thesis’s main objective is to complement the already existing theories and to identify new prominent aspects. The budgetary management can be defined as the systematic planning of the activities in an organization, which is reflected in the budget (goals’ quantitative expression of the company), by comparing periodically these goals with the accomplishments. This dissertation presents one case study about the budgetary management, in a company of the banking sector. Its objective is, firstly, to improve the knowledge of the budgetary management in professional corporations, and secondly, to understand this process both in terms of its structure and implications in organizations. The case study analyzes the budget in all the strands of the company Sigma, a financial institution subsidiary of a multinational automobile group, linking the theories behind this theme with the real execution of the budget in this company. Finally, we reach a conclusion that the organization has intrinsic characteristics of a good budgetary policy which is well assimilated in the strategy and planning of the company. The budget is an important tool in the management of the company, as it facilitates the coordination and execution of the activities and establishes objectives.
