O contributo da rede social Facebook na denúncia de práticas de corrupção em Angola. O caso do portal “A DENÚNCIA”

Abstract

Em Angola, a corrupção tem contribuído de forma expressiva para os elevados níveis de pobreza da sua população, remetendo o país para a lista dos países mais corruptos do mundo (de acordo com dados da Transparency International) e faz do leque dos países com o menor Índice de Desenvolvimento Humano do planeta. A corrupção é um mal que precisa ser combatido e um dos caminhos para este combate é a denúncia pública através dos órgãos de difusão e das diferentes redes sociais, para que as competentes autoridades do Estado possam investigar, deter os presumíveis prevaricadores e conduzi-los aos órgãos de justiça, para o devido tratamento. Neste âmbito, o surgimento da internet e a participação cada vez mais ativa dos cidadãos nas redes sociais, tem permitido a um aumento significativo do número de denúncias e, consequentemente, a uma maior intervenção das instituições de justiça do Estado. Assim, o presente trabalho de investigação tem como base a análise do contributo da rede social Facebook, com destaque ao Portal “A DENÚNCIA”, na denúncia de práticas de corrupção em Angola. É nosso principal desafio compreender o papel desempenhado pela rede social Facebook na denúncia de atos de corrupção. Relativamente a metodologia, optamos pela utilização do tipo de pesquisa documental e bibliográfica. Quanto a natureza, o presente estudo é de carácter qualitativo, de abordagem descritiva, onde privilegiamos como principal fonte para a informação, as informações vinculadas na rede social Facebook, mas especificamente o Portal “A DENÚNCIA”. Com isso e após a realização da pesquisa, a conclusão a que se chega é que efetivamente, o Portal “A DENÚNCIA” tem um papel preponderante na denúncia dos atos de corrupção.

In Angola, corruption contributes greatly to the high levels of poverty of its population, referring the country to the list of the most corrupt countries in the world (according to transparency international data) and with the lowest Human Development Index on the planet. It is, however, an evil that needs to be fought and one of the ways for this fight is public denunciation through the broadcasting agencies and the different social networks, so that the competent authorities of the State can investigate, detain the alleged perpetrators and lead them to the courts for proper treatment. In this context, the emergence of the internet and the increasingly active participation of citizens in social networks allows for a significant increase in the number of complaints and, consequently, for greater intervention by the State's justice institutions. The present research work is based on the analysis of the contribution of the social network Facebook, with emphasis on the Portal "The COMPLAINT", in the denunciation of corruption practices in Angola. Thus, it is our main challenge to understand the role played by the social network Facebook in reporting acts of corruption. Regarding the methodology, we chose to use the type of documentary and bibliographic research. As for nature, the present study is qualitative, descriptive approach, where we privilege as the main source for information, the information linked in the social network Facebook, but specifically the Portal "The COMPLAINT". With this and after carrying out the research, the conclusion reached is that effectively, the Portal "The COMPLAINT" has a major role in the denunciation of acts of corruption.
