Relações bilaterais Luso-Francesas entre 1974-1976

Abstract

As relações bilaterais entre Portugal e França no séc. XX até o dia de 25 de abril de 1974 caraterizavam-se pelo entendimento que ocorreu entre as autoridades dos dois países salvo um curto período de 1936 a 1939. Este entendimento sob diferentes regimes políticos, era o resultado do pragmatismo de ambas as partes, na defesa do que consideravam ser interesses comuns, levando a que a relação bilateral fosse positiva na véspera da queda do Estado Novo. As autoridades francesas foram surpreendidas pela queda do Estado Novo, mas asseguraram que as relações bilaterais não seriam afetadas negativamente, lembrando o princípio diplomático da França de reconhecer Estados e não regimes políticos ou governos. O meu objetivo com este trabalho é caraterizar as relações bilaterais entre Portugal e a França desde o início de 1974 até ao fim do ano de 1976, período que corresponde aos últimos meses do Estado Novo até à consolidação do novo regime português. Desejo descobrir qual foi a reação do governo francês à mudança política em Portugal e se conseguiram ser fiéis ao princípio que proclamaram, o de não deixaram a mudança de regime político em Portugal afetar negativamente a relação bilateral com Portugal. A minha hipótese é que as diferenças políticas entre as novas autoridades portuguesas e o governo francês prejudicaram a relação bilateral. Pretendo ainda determinar qual foi a reação da oposição francesa de esquerda nomeadamente o PSF e o PCF à queda do Estado Novo e os desenvolvimentos políticos que se seguiram.

Bilateral relations between Portugal and France in the 20th century until the 25 April of 1974 had been characterized by the understanding between the authorities of the two countries, except for a short period from 1936 to 1939. This understanding under different political regimes, was the result of pragmatism from both parts in defending what they considered to be common interests, leading to a positive bilateral relationship on the eve of the Estado Novo’s collapse. French authorities were surprised by the fall of the Estado Novo but assured those bilateral relations would not be negatively affected, remembering France's diplomatic principle of recognizing states and not political regimes or governments. My goal with this work is to characterize the bilateral relations between Portugal and France since the beginning of 1974 until the end of 1976, corresponding to the last months of Estado Novo until the consolidation of the new Portuguese regime. I want to find out what was the reaction of the French government to the political change in Portugal and if they managed to be faithful to the principle they proclaimed, not letting the change of political regime in Portugal negatively affect the bilateral relationship with Portugal. My hypothesis is that the political differences between the new Portuguese authorities and the French government harmed the bilateral relationship. I also intend to determine which was the reaction of the French left-wing opposition, namely the PSF and the PCF to the fall of the Estado Novo and the political developments that followed.
