A gestão de resíduos urbanos em Portugal: um ponto de situação e uma perspetiva de futuro

Abstract

Neste trabalho consideram-se os resíduos urbanos: a forma como são geridos em Portugal, as quantidades produzidas, o que está a ser feito em relação à sua prevenção e destino. Além da revisão de literatura foi elaborado um questionário e inquiridas entidades relevantes do setor com o objetivo de conhecer o seu posicionamento e a sua visão quanto à evolução verificada nos últimos anos no setor e quanto às perspetivas para o futuro. Os resultados obtidos a partir da análise da literatura e das respostas ao questionário permitem constatar que a situação atual de Portugal é problemática e tem evoluído lentamente, sendo por isso necessárias sérias mudanças a breve prazo. A quantidade de lixo produzido é muito elevada, as ações de prevenção e de reaproveitamento são consideradas insuficientes. Sem a alteração das práticas das empresas e dos consumidores que afetam a produção e a gestão dos resíduos urbanos, no atual contexto das alterações climáticas, as consequências para as gerações futuras poderão ser catastróficas. Será necessário repensar a forma como encaramos a natureza, e deixar de a ver apenas como um meio para atingir o crescimento "infinito" e ignorar as consequências das nossas práticas. Consideráveis alterações terão por isso de ser realizadas nos comportamentos das populações em geral e nas estratégias de produção e de consumo das empresas, sendo para isso necessário que estas concretizem as correspondentes adaptações dos seus modelos de negócio e ações de inovação.

In this thesis urban waste will be discussed: the way it is managed in Portugal, the quantities produced, what is being done in relation to its prevention and destination. In addition to the literature review, a questionnaire was drawn up and relevant entities in the sector wereasked in order to know their position and vision regarding the evolution of the sector in recent years and the prospects for the future. The results obtained from the analysis of the literature and the responses to the questionnaire show that the current situation in Portugal is problematic and has evolved slowly, and therefore serious changes are needed in the short term. The amount of waste produced is very high while prevention and reuse actions are considered insufficient. Without changing the practices of companies and consumers that affect the production and management of urban waste, in the current context of climate change, the consequences for future generations could be catastrophic. It will be necessary to rethink the way we perceive nature, and stop seeing it only as a means to achieve "infinite" growth, and ignore the consequences of our practices. Considerable changes will therefore have to be made in the behavior of populations in general and in the production and consumption strategies of companies, which will require them to carry out the corresponding adaptations of their business models and innovation actions.
