Entre o mar e a terra - Costa da Caparica

Abstract

A Costa da Caparica é um território que ao longo da sua história sofreu grandes intervenções num pequeno período de espaço de tempo, o que levou a soluções muito impulsivas que não conseguiram corresponder às necessidades do território. De uma pequena comunidade piscatória a cidade, a Costa da Caparica é hoje um grande ponto de referência para aqueles que procuram um local de Sol e Mar, o que por vezes leva a cidade à exaustão deixando esta de ter resposta para tantos turistas. A carência de uma estrutura urbana consistente é notória e para tal, pretende-se através da análise do território a conceção de um novo plano urbano, sendo este, proposta do grupo de investigação: Entre o Mar e a Terra. A proposta procura assim, corresponder às necessidades do local, com base na memória daquele que em tempos era exclusivo de campos e mar onde os pescadores tiravam o seu sustento. O plano é dividido em três momentos: Mar (que procura o envolvimento das dunas na cidade), a cidade (na procura de quebrar as barreiras existentes) e a Terra (controlar o avanço da cidade para os campos agrícolas). Todos estes, resultam em conjunto reforçando a continuidade e ligação entre os diferentes núcleos. Com o evoluir da cidade a extinção dos campos agrícolas é muito visível ainda que grande parte destes pertença à Reserva Agrícola Nacional, o restante continua em risco de desaparecer. Para tal a criação de um novo limite é fundamental neste plano urbano e em resposta surge uma avenida acompanhada por uma vala de drenagem e um percurso pedonal que ao longo dela, existem duas bolsas, onde a vida da cidade se funde com a vida do campo, a partir da venda de produtos locais, contaminando ambos os lados deste limite. A Água é um tema muito presente na Costa da Caparica, desde terras pantanosas, à necessidade da construção das valas de drenagem e os pontos de água que são tão frequentes na paisagem, a proposta não poderia deixar de ter este elemento tão familiar. O quartel de bombeiros, surge assim, na carência de um novo local de implantação na cidade, uma vez que a avenida proposta ganha vantagem sobre os acessos mais rápidos é então decidida a sua localização. A proximidade com os campos agrícolas é uma mais valia na abundância do elemento água que permite a sua condução e reserva deste que é um recurso fundamental para os bombeiros. Antigos caminhos e linhas de água fundamentam o desenho do projeto, assim como a presente ideia de que o quartel mantém a permeabilidade entre a cidade e o campo, convidando a população a fazer parte dela. As imagens apresentadas ao longo do trabalho são resultado de uma recolha intensiva, feita maioritariamente, em arquivos municipais e grupos de residentes da Costa da Caparica.

The Costa da Caparica is a territory that throughout its history has undergone major interventions in a short period of time, which led to very impulsive solutions that failed to meet the needs of the territory. From a small fishing community to the city, the Costa da Caparica is today a great point of reference for those looking for a place of Sun and Sea which sometimes drives the city to exhaustion leaving this to have an answer for so many tourists. The lack of a consistent urban structure is notorious and to this end, it is intended through the analysis of the territory to design a new urban plan, this being the proposal of the research group: Between the Sea and the Earth. The proposal thus seeks to meet the needs of the site, based on the memory of the one who was once unique to fields and sea where fishermen took their livelihood. The plan is divided into three moments: Sea (which seeks the involvement of the dunes in the city), the city (in search of breaking existing barriers) and the Earth (control the advance of the city to the agricultural fields). All of this result together reinforcing the continuity and connection between the different nuclei. With the evolution of the city the extinction of agricultural fields is very visible even though, most of these, belong to the National Agricultural Reserve, the rest are still at risk of disappearing. The creation of a new limit is fundamental in this urban plan and in response there is an avenue accompanied by a drainage ditch and a pedestrian route that along it, there are two pockets, where the life of the city merges with the life of the countryside, from the sale of local products, contaminating both sides of this limit. Water is a very present theme on the Costa da Caparica, from marshlands, to the need to build drainage ditches and water points that are so frequent in the landscape, the proposal could not fail to have this element so familiar. The fire station thus appears, in the need for a new place of implantation in the city once the proposed avenue gains advantage over the faster accesses is then decided its location. Proximity to agricultural fields is an asset in the abundance of the water element which allows you’re driving and booking of this which is a fundamental resource for firefighters. Old paths and water lines underlie the design of the project, as well as the present idea that the barracks maintain permeability between the city and the countryside, inviting the population to be part of it. The images presented throughout the work are the result of intensive collection, made mostly in municipal archives and groups of residents of Costa da Caparica.
