Campo como infraestrutura: o percurso e drenagem da água no desenho do espaço público

Abstract

No vale de Alcântara, terra fértil de vocação produtiva e de veraneio, a água sempre foi o elemento de ligação das diversas tipologias de espaço existentes: produtiva, industrial, lúdica e conventual. Contudo, a impermeabilização do solo e artificialização do percurso da água complexificaram os sistemas hidráulico e hídrico, tornando-o incapaz de responder aos fenómenos de chuvas torrenciais, cada vez mais frequentes. A cidade de Lisboa e, concretamente, o Vale de Alcântara e áreas circundantes conjugam os episódios torrenciais com o efeito direto da maré, sobrecarregando uma infraestrutura de drenagem débil e insuficiente. Neste ensaio reflete-se sobre as virtudes infraestruturais do «campo» na cidade - a capacidade de drenagem e harmonização dos sistemas ecológicos – e estuda-se uma «paisagem» que pertença ao imaginário comum dos que a habitam. O projeto propõe uma alteração dos sistemas de esgotos unitários para separativos, possibilitando uma diminuição substancial da carga nas infraestruturas a jusante, correspondentes às zonas baixas que também sofrem o efeito direto da maré. A separação dos esgotos permite o aproveitamento da água das chuvas para a criação de um percurso lúdico-produtivo ao longo do qual se retarda, armazena, filtra e desinfeta a água, irrigando-a para as extensas áreas permeáveis do Alto de Santo Amaro. Inclui-se, assim, o ciclo da água no desenho e vida da cidade. Explora-se ainda o jardim comestível na tentativa de semear, cuidar e colher a felicidade na cidade, estreitando a relação entre paisagem, infraestrutura, Homem, a sua mão e boca.

In the Alcântara Valley, a fertile land of productive and summer calling, water has always been the link between the different types of existing spaces: productive, industrial, recreational and monastic. However, the soil waterproofing and the artificialization of the water's course have complexified the hydraulic and the natural water system, making it unable to respond to the increasingly frequent phenomena of torrential rains. The city of Lisbon and, specifically, the Alcântara Valley and its surroundings combine torrential episodes with the direct tidal effect, overloading a weak and insufficient drainage infrastructure. This essay reflects on the infrastructural virtues of the "countryside" in the city - the drainage ability and the reconcilement of the ecological systems - and studies a "landscape" that belongs to the common imaginary of those who inhabit it. The project proposes to change the unitary sewage system to separative, enabling a substantial reduction in the load on the downstream infrastructures, corresponding to the low zones that also suffer the direct tidal effect. The sewage separation allows the use of rainwater to create a recreational and productive path along which the water is slown, stored, filtered, disinfected and it is irrigated for the broad permeable areas of Alto de Santo Amaro. Thus, the water cycle is incorporated in the design and life of the city. The vegetable garden is also explored in an attempt to sow, care and reap the happiness in the city, strengthening the relationship between landscape, infrastructure, man, his hand and mouth.
