O perfil das Primeiras-Damas de Moçambique

Abstract

Nos últimos anos tem havido um interesse crescente para investigar o papel e a influência das primeiras-damas no quadro dos estudos sobre representação, género e política. As primeiras-damas fazem parte da elite política, são figuras com poder e influência política que não foram eleitas e não prestam contas pelo seu trabalho. No entanto, estudos oriundos das diferentes regiões do mundo indicam que existe uma ampla variação nos papéis que as primeiras-damas podem desempenhar: enquanto umas circunscrevem-se aos papéis tradicionais (mãe e esposa) outras têm uma marcada intervenção social e política. Este estudo procura contribuir para este debate a partir do contexto africano onde a política é habitualmente caracterizada pelo “big man rule”. Partindo da questão: “Qual o perfil das diferentes primeiras-damas moçambicanas?” e com base num acervo considerável de dados qualitativos, pretendeu-se descrever e identificar os perfis das primeiras-damas de Moçambique: Graça Machel (1975-1986), Marcelina Chissano (1986-2005), Maria da Luz Guebuza (2005-2015) e Isaura Nyusi (2015-presente). A análise comparativa revelou diferenças interessantes entre as primeiras-damas e ainda, que têm mais do que um perfil, sendo um mais dominante do que os outros. Assim, enquanto umas têm um perfil tendencialmente político, (Graça Machel e Maria Guebuza), outras encaixam-se sobretudo nos papéis femininos tradicionais – mãe e esposa (Marcelina Chissano e Isaura Nyusi). Esta investigação é pioneira no contexto moçambicano e contribui para posicionar o país no seio dos estudos comparativos sobre primeiras-damas e, na ampla literatura sobre género e política.

The interest to investigate the role and influence of the first ladies in the framework of studies on representation, gender, and politics is growing. The first ladies are part of the political elite, are figures with power and political influence who were not elected and are not accountable for their work. However, studies from different regions of the world indicate that first ladies are limited to traditional roles (mother and wife) or have a marked social and political intervention. This study seeks to contribute to this debate from the African context where politics is usually characterized by the "big man rule. Starting from the question: "What is the profile of the different first ladies of Mozambique?" and based on a considerable collection of qualitative data, it was intended to describe and identify the profiles of the first ladies of Mozambique: Graça Machel (1975-1986), Marcelina Chissano (1986- 2005), Maria da Luz Guebuza (2005-2015) and Isaura Nyusi (2015-present). The comparative analysis revealed interesting differences between the first ladies, who have more than one profile, being one more dominant than the others. Thus, while one has a profile that tends to be political (Graça Machel and Maria Guebuza) others fit mainly into the traditional female roles – mother and wife (Marcelina Chissano and Isaura Nyusi). This is a pioneer research from the Mozambican context that places the country within the comparative studies on first ladies and in the broad literature on gender and politics.
