O processo de reinserção social das pessoas em situação de sem abrigo na cidade de Lisboa

Abstract

Em Portugal, nos últimos anos o fenómeno das Pessoas em Situação e Sem-Abrigo tem vindo a ganhar alguma importância, no entanto, é uma área ainda pouco estudada. A presente investigação pretende analisar o fenómeno das pessoas em situação de sem-abrigo e compreender o processo de reinserção social das mesmas, na cidade de Lisboa, nomeadamente ao nível da sua entrada em respostas sociais. Para isso, foi necessário ouvir duas vertentes fundamentais: as pessoas em situação de sem-abrigo e os profissionais das variadas instituições da cidade de Lisboa que trabalham diariamente com esta população. Em termos metodológicos, foi utilizada a perspetiva qualitativa. A amostra compreendeu onze PSSA e dez profissionais que integram as variadas instituições. Os resultados conseguidos demonstram que houve uma evolução positiva no processo de intervenção com PSSA nos últimos anos, mas que ainda há um grande caminho a percorrer. A intervenção ainda é muito baseada na satisfação das necessidades básicas e em repostas de emergência. As respostas sociais estão desadequadas às necessidades das pessoas em situação de sem-abrigo, especialmente ao nível habitacional. Por isso, a necessidade sentida como mais urgente de resolver é a habitacional, logo seguida do emprego. É necessário investir-se em respostas de alojamento mais individualizadas, respostas de ocupação diurna ao nível do emprego e formação. Com os resultados obtidos podemos concluir que, é através de uma relação de confiança e proximidade, criada entre assistente social e PSSA, que melhor se consegue mobilizar para a mudança e chegar-se ao sucesso da intervenção.

In Portugal, in last years the phenomenon of Homeless People has gained some importance, however, is therefore an area still poorly studied. This research aims to analyze the phenomenon of homeless and to understand their social reintegration process in the city of Lisbon, namely in terms of their entry into social responses. For this, it was necessary to listen the perceptions of two different social agents: homeless people and professionals from the various institutions of the city who work daily with this population. The methodological used was the qualitative perspective. The sample was composed by eleven homeless and ten professionals from the various institutions in the city of Lisbon, who works with this population. The results show that there has been a positive evolution in the intervention process with homeless people in the past recent years, but there is still a long way to go. The intervention is still directed towards the satisfaction of basic needs and emergency responses. Social responses are inadequate to the needs of homeless people, especially at the housing level. Therefore, the need felt as most urgent to solve is housing, followed by employment. There is a need to invest in more individualized housing responses, daytime employment and training responses. With the results obtained we can conclude that it is through a relationship of trust and proximity, created between social worker and homeless people, that can best mobilize for change and achieve the success of the intervention.
