Entre o Retrocesso e a Mitigação: Caminhos e Descaminhos das Políti-cas de Emprego em Portugal na última década

Abstract

Este artigo é uma versão exploratória de uma investigação em curso no âmbito do projeto EmployALL. Numa perspetiva crítica, nele discutem-se as principais linhas de orientação das políticas de emprego em Portugal na última década. De um ponto de vista metodológi-co, distinguem-se duas fases. Uma primeira (a fase da austeridade pura e dura), grosso modo, até 2015, marcada pelos fortes impactos da crise financeira (tornada depois eco-nómica e social) e pela aplicação do programa de ajustamento estrutural acordado com a troica. Sucede-lhe uma segunda (a fase pós-crise ou pós-troica), em curso, distinta da pri-meira, marcada pela procura de caminhos alternativos e caracterizada pela reposição de políticas e de rendimentos, na tentativa de mitigar o lastro negativo deixado pela crise e pela agenda austeritária inicialmente adotada para a combater. Recorrendo a fontes estatís-ticas oficiais e aos normativos que regulam as políticas de emprego, ativas e passivas, ana-lisam-se sucessivamente essas duas fases. Os resultados, ainda provisórios, apontam num duplo sentido. Na primeira fase assistiu-se a uma crise inédita no mercado de trabalho, com o desemprego a atingir níveis históricos, à extensão da precariedade e do mau empre-go, à degradação generalizada das condições laborais/profissionais, enfim, a quebras significativas nos rendimentos dos trabalhadores. Por seu lado, as políticas mostraram-se fortemente instáveis, transformando-se num verdadeiro labirinto, com baixo grau de efi-cácia e de cobertura/proteção, sendo muitas vezes objeto de instrumentalização/abuso na sua aplicação. Além disso, reduziram-se na sua diversidade e, sem provisão de recursos para as acompanhar, franquearam-se as portas a entidades privadas para suprir lacunas criadas. Sempre na perspetiva enviesada – que ganhou força nesses anos – de que o mer-cado seria, por si só, capaz de resolver melhor os problemas gerados e que, portanto, de-veria ser ele o destinatário privilegiado do apoio público. Perante o efeito negativo em termos de acesso e cobertura, acompanhado pelo definhamento e desqualificação das respostas públicas, houve necessidade de agir sobre as políticas, o que viria a acontecer na fase seguinte. E os resultados apareceram: melhoria económica e social, indicadores a revelarem uma forte redução do desemprego e uma significativa recuperação do emprego, ainda que a qualidade deste seja discutível. Conclui-se com a necessidade de continuar a agir sobre as políticas no sentido de melhorar trajetórias e prevenir futuros retrocessos.

This article is an exploratory version of an ongoing research under the EmployALL project. In a critical perspective, the main guidelines of employment policies in Portugal during the last decade are discussed. From a methodological standpoint, two phases are distinguished. The first phase (pure and hard austerity), roughly up to 2015, affected by the strong impacts of the financial crisis (which also became economic and social) and the implementation of the structural adjustment programme agreed with troika. The second phase (the post-crisis or post-troika phase), in progress, is distinct from the first one, being marked by the search for alternative pathways and characterized by the replacement of policies and income, in an attempt to mitigate the negative ballast left by the crisis and the austeritarian agenda initially adopted to fight against it. These two phases will be successively analyzed recurring to official statistical sources and regulations governing employment policies, active and passive. The results, still provisional, point in a double sense. In the first phase there was an unprecedented crisis in the labour market, with unemployment reaching historical levels, the extent of precariousness and bad employment, the widespread degradation of labour/professional conditions, that is, the significant breakdowns in workers' incomes. In turn, the policies were strongly unstable becoming a true labyrinth, with a low degree of efficacy and coverage/protection, being often the object of instrumentalization/abuse in its implementation. In addition, they were reduced in their diversity and, without the provision of resources to accompany them, the doors were fringed to private entities to supply created gaps. Always in the biased perspective – which has gained power in those years – that the market itself would be able to better solve the consequent problems and that, therefore, it should be the privileged recipient of public support. Dealing with the negative impact, in terms of access and coverage, accompanied by the definition and disqualification of public responses, there was the need for action on the policies, which would happen in the next phase. And the results appeared: economic and social improvement, indicators revealing a strong reduction in unemployment and a significant recovery of employment, even if its quality is questionable. This study concludes that there is the need to continue to act on policies in order to improve trajectories and prevent future setbacks.
