As relações entre a ONU-UA: análise da missão UNAMID

Abstract

O presente trabalho tem como objetivo analisar a interação entre as dinâmicas securitárias africana e internacional. Para tal, o presente documento prevê o estudo do caso da UNAMID, a primeira missão híbrida conduzida em parceria entre a ONU e a UA. Conclui-se que apesar de ser uma parceria bem desenvolvida institucionalmente, a cooperação operacional entre as duas organizações apresenta alguns problemas que apenas poderão ser ultrapassados quer com a partilha de conceitos operacionais entre as duas organizações na condução das missões de paz em África quer com o desenvolvimento das capacidades operacionais dos estados-membros africanos.

The present work aims to analyze the existing interaction between the international and African security dynamics. To that end, the present document analyzes the case-study of UNAMID, the first hybrid mission ever conducted between the UN and the AU. It is concluded that despite an institutionally well-developed partnership, the operational cooperation between the UN and the AU presents some problems that can only be overcome either with the exchange of operational concepts between the two organizations in conducting peace operations in Africa or with the development of the operational capabilities of the African member-states.
