Mais do que conservação da natureza: o dia-a-dia burocrático na gestão do Parque Natural de Sintra-Cascais

Abstract

A reclassificação da antiga Paisagem Protegida de Sintra-Cascais para o Parque Natural de Sintra-Cascais, que foi criado através do Decreto-Regulamentar nº8/94 refletindo os critérios anteriormente definidos na Rede Nacional de Áreas Protegias (Decreto-Lei nº19/93), surgiu da crescente necessidade de preservar e conservar a riqueza natural constituída pelas paisagens naturais, pela fauna e pela flora desta zona, que se encontra em constante ameaça devido à crescente pressão urbanística associada ao turismo e à população que habita na Área Metropolitana de Lisboa. Atualmente, estes valores de preservação e conservação da natureza são monitorizados pelo organismo público denominado como Instituto de Conservação da Natureza e das Florestas (ICNF). Considerando a questão desenvolvida na obra de Brockington, Duffy e Igoe (2008) que se refere à eficácia dos Parques na conservação e preservação da natureza, a presente dissertação pretende, através de um estudo etnográfico, observar como é elaborada a gestão e monitorização do PNSC pelo Instituto de Conservação da Natureza e das Florestas, I.P. e se refletem (ou não) quadros legais e políticos. Deste modo, a presente investigação considera, por um lado, os mecanismos e instrumentos utilizados pelos seus funcionários na aplicação das normas legislativas, observando, também, relações hierárquicas internas, e por outro a relação deste com a população residente e visitante na AP.

Foreshadowing the criteria previously established in the Nacional Network of Protected Areas (Law Decree nº 19/93), it was by means of the Law Decree nº 8/94 that the former protected landscape of Sintra-Cascais was reclassified as a natural park. This shift occurred due to the necessity for preserving and conserving the natural richness present in the natural landscapes, manifested by the local flora and fauna – which are under constant threat from the rising urban pressure fuelled by tourism and the inhabiting population of the Lisbon metropolitan area. Nowadays, the values inherent to the conservation and preservation of this natural landscape are kept and looked upon by a public agency, the Institution for the Conservation of Nature and Forests. Reflecting on the arguments of Brockington, Duffy and Igoe (2008), which referred to the efficiency of protected areas, mainly parks, regarding matters of nature conservation, this dissertation questions how the management of the Natural Park of Sintra-Cascais is conducted, by learning about the strategies used, by watching first-hand how legislation is applied by the workers of the park, as well as, by observing how the institution interacts with the population that resides within the protected area. Therefore, the end goal of this dissertation, by means of ethnography, is to have a better grasp at comprehending how preservation and conservation of the biodiversity in the Natural Park is a result of the production of legal and political outcomes.
