Resumo: | Os estudos sobre a representação política das mulheres enfatizam a igualdade de representação
no processo de decisão política como um indicador de justiça e de igualdade política. Os países
africanos registam, atualmente, algumas das mais elevadas taxas de mulheres em órgãos de
decisão política. Todavia, o reconhecimento da igualdade de género, em alguns países, não tem
sido suficiente para adereçar a disparidade entre homens e mulheres no acesso à esfera de decisão
e para garantir uma maior inclusão das mulheres na arena política.
Com base em entrevistas semiestruturadas a relevantes atores políticos e figuras da sociedade
civil, esta dissertação analisa a representação política das mulheres na Guiné-Bissau, com um
foco na Assembleia Nacional Popular e no Governo. Constatou-se que, apesar do papel de relevo
desempenhado pelas mulheres na luta de libertação, as mulheres estão sub-representadas nos
órgãos de decisão política.
Esta sub-representação é o resultado de um conjunto de fatores: i) sociais e culturais, como a
falta de formação, devido ao aceso desigual à escola entre raparigas e rapazes, a falta de
disponibilidade, dado os elevados encargos domésticos que as mulheres têm, que é necessário
conciliar com a sua vida profissional, a falta de capacidade financeira para as mulheres
sustentarem uma campanha política/eleitoral, dado que são as principais provedoras das famílias
e o papel subalterno atribuído à mulher pelas práticas culturais patriarcais, que refletem uma visão
da mulher como ator apolítico; ii) fatores institucionais, como a sub-representação das mulheres
nos partidos políticos e a inexistência de soluções institucionais e de ações afirmativas capazes
de promover uma maior participação política das mulheres e de corrigir as disparidades no sistema
de representação política.
Contudo, as mulheres presentes nos órgãos de poder político, em conjunto com as organizações
de mulheres e o apoio de instituições internacionais, têm sido capazes de promover iniciativas
legislativas centradas nas necessidades e nos interesses das mulheres guineenses, tais como a
introdução da legislação contra a mutilação genital feminina, contra a violência doméstica e
referente à saúde reprodutiva. Studies on the political representation of women emphasize equality of representation in the decision-making process as an indicator of justice and political equality. African countries have currently some of the highest rates of women in decision-making bodies. However, the recognition of gender equality in some countries has not been enough to address the gender gap in access to decision-making and to ensure greater inclusion of women in the political arena. Based on semi-structured interviews with relevant political actors and civil society figures, this dissertation analyzes the political representation of women in Guinea-Bissau, focusing on the National People's Assembly and the Government. It was found that, despite the relevant role played by women in the liberation struggle, they are under-represented in political decisionmaking bodies. This underrepresentation is the result of a set of factors: i) social and cultural factors, such as lack of education, due to unequal school access to girls and boys, lack of availability, given high household burden on women, which must be reconciled with their working life, a lack of financial capacity for women to sustain a political / electoral campaign, given that they are the main providers of the families, and the subordinate role attributed to women by patriarchal cultural practices, which reflect a vision of woman as an apolitical actor; ii) of institutional factors such as the underrepresentation of women in political parties and the lack of institutional solutions and affirmative actions to promote women greater political participation and of correcting disparities in the system of political representation. However, women present in political bodies, together with women's organizations and the support of international institutions, have been able to promote legislative initiatives that have focused on the needs and interests of Guinean women, such as the introduction of legislation against female genital mutilation, against domestic violence and related to reproductive health. |
