Educação para a cidadania: estudo de caso numa escola associada da Rede de Escolas UNESCO

Abstract

A educação é uma ferramenta essencial para o conhecimento do mundo em que vivemos. Através da educação para a cidadania é possível a aquisição de competências e capacidades necessárias à vida em sociedade. Assim, atualmente a escola detém um papel tão importante, na sociedade, que é vista como uma etapa fundamental a toda a vida do indivíduo. Apesar da abordagem da cidadania, em Portugal, ter sido pioneira, enquanto disciplina foi alvo de sucessivas mudanças de abordagem e paradigma, não tendo sido criada a estabilidade necessária para a correta implementação da mesma. Esta investigação procurou conhecer o trabalho que tem vindo a ser desenvolvido na Rede de Escolas UNESCO, em particular no que concerne à área da educação da para a cidadania, a partir de um estudo de caso. Pretende-se assim, em simultâneo, contribuir para o conhecimento do modo como o tema da cidadania é vivido e trabalhado pelas escolas e também perceber as contribuições específicas da Rede de Escolas UNESCO neste domínio. Foram estipulados os seguintes objetivos: conhecer as razões da adesão da escola à Rede; compreender as especificidades das escolas associadas da UNESCO; analisar o tipo de projetos desenvolvidos pela escola; compreender o envolvimento dos alunos e a sua opinião sobre as iniciativas desenvolvidas; entender de que forma é que esta associação promove a cidadania na escola e na sociedade e contribuir para divulgar a Rede UNESCO na promoção da educação para a cidadania. Este estudo de caso decorreu na Escola Básica da Bobadela, entre os anos letivos 2016/2017 e 2017/2018, através de entrevistas a professores e à Direção do agrupamento e um focus group realizado com alunos do 9ºano. Com esta investigação foi possível compreender que, no âmbito da educação para a cidadania, professores e alunos têm opiniões distintas nomeadamente sobre a importância de cada área temática. A transversalidade da disciplina é uma questão unânime entre todos contudo é necessária a existência de uma disciplina que se dedique aos temas de educação para a cidadania para que esta não seja delegada para segundo plano, quando dada em simultâneo com outras disciplinas. Relativamente à Rede de Escolas UNESCO reconhece-se uma continuidade do trabalho realizado pela escola até à sua integração contudo denota-se igualmente a dificuldade de implementar projetos transversais à escola, dadas as solicitações que os professores que pode provocar o desinteresse em participar em mais um projeto que pode retirar tempo útil para outra atividade.

The education is an essential tool when it comes to knowing the world we live in. Through education for citizenship it is possible to acquire skills and abilities that are needful when we live in society. So, currently school has such an important role in society, which turns it into a fundamental stage to one’s life. In Portugal, although it was one of the pioneering countries to approach citizenship, as a subject it has undergone successive changes of approach and paradigm, and it was never created the needed stability for the correct implementation of this subject. This investigation sought to know the work that has been being developed in UNESCO’s school network, particularly when it comes to the education for citizenship, through a case study. At the same time, it is intended to contribute to the knowledge of how the citizenship’s theme is lived and worked by the schools, and also to understand the specific contribution of UNESCO’s school network in this field. For that, the following objectives were stipulated: to know the reasons that led the school to join in the network; to understand the specificities of the schools that partner with UNESCO; to analyze the type of projects developed by the school; to understand the students’ involvement and their opinion on the initiatives developed; to understand in which way this association promotes citizenship in the school and in society, and contributes to the propagation of UNESCO’s network in promoting the education to citizenship. This case study ran in Escola Básica da Bobadela, between the school years of 2016/2017 and 2017/2018, through interviewing teachers and the management of the school group, and a focus group which was performed to students of the 9th grade. With this research it was possible to understand that, in the context of education for citizenship, teachers and students have different opinions specially when it comes to the relevancy of each thematic are. The transversality of the subject is an unanimous issue between them, however it is needed the existence of a specific subject devoted to all themes related to the education for citizenship, so it won’t be kept in the background when taught simultaneously with other subjects. Regarding to UNESCO’s school network, it is possible to recognize a continuous work realized by the school until it was included on the program, however it is also recognizable de difficulty to implement projects that are transversal to the school, since the actual teacher’s solicitations which might cause disinterest in participating on another project that might take useful time to other activity.
