Os impactos do programa de ajustamento estrutural no sector de educação em São Tomé e Príncipe

Abstract

Os Programas de Ajustamento Estrutural surgiram nos anos 80 como solução para os países com dívidas externas elevadas, sendo aplicados a inúmeros países africanos. A República Democrática de São Tomé e Príncipe (STP) não foge a regra. Por se encontrar altamente endividada, sem recursos para suprir as suas necessidades básicas e resolver o problema da balança comercial, viu-se na obrigação de recorrer à intervenção das instituições financeiras internacionais (nomeadamente o Fundo Monetário Internacional) que, em contrapartida, requeria a implementação de Programas de Ajustamento Estrutural (PAE). Os PAE tinham como objetivo a correção dos desequilíbrios estruturais económicos incluindo, a curto prazo, a redução ou eliminação dos défices da balança de pagamentos e dos orçamentos públicos numa combinação de medidas baseadas fundamentalmente em pressupostos neoclássicos que as instituições financeiras internacionais preconizam para tirar os países da crise financeira e relançar as suas economias. As expectativas da aplicação destes programas em STP eram altas, mas os seus resultados ficaram aquém das expectativas (Banco Mundial - BM, 1987:34), tendo sido objeto de crítica, notadamente em face da degradação social, do empobrecimento, do desemprego e da lentidão na recuperação da economia. Uma das áreas sociais em que os impactos negativos se fizeram sentir com particular força foi o sector da educação. Assim sendo, o presente trabalho tem como objetivo analisar os impactos dos Programas de Ajustamento Estrutural promovidos pelo FMI e BM no Sector da Educação em São Tomé e Príncipe.

Structural Adjustment Programs (SAP) emerged in the 1980’s as a solution for countries with a high external debt, being applied to many African countries. The Democratic Republic of Sao Tome and Principe did not escape this reality. Highly indebted, with limited resources to meet the basic needs of the population and solve the problems of their trade balance, it was forced to resort to the support of international financial organizations that required the implementation of programs of structural adjustment. The structural adjustment programs aimed at correcting structural economic imbalances including, in the short term, reducing or eliminating balance of payments deficits and public budgets in combination with a series of measures based fundamentally on neoclassical assumptions that the international financial institutions advocate to remove countries from the financial crisis and to relaunch their economies. The expectations behind the application of these programs were high, but the results fell short of expectations (World Bank, 1987:34) and were widely criticized in the face of social degradation, impoverishment, unemployment and slowness of the economic recovery. One of the social areas in which the negative impacts were felt with particular force was the education sector.The purpose of this study is to analyze the impact of SAP in the Education Sector in São Tome and Principe imposed by the IMF and the World Bank in the 1980s.
