A CPLP após a entrada da Guiné Equatorial

Abstract

A entrada da Guiné Equatorial na Comunidade dos Países de Língua Portuguesa (CPLP) tem sido muito contestada. Os críticos apontam motivações meramente económicas para a adesão de um país que, três anos depois, ainda não fala português mas continua rico em matérias-primas. Há também quem sinalize o incumprimento do roteiro para a adesão por parte do mais recente Estado-membro da comunidade lusófona no que diz respeito, entre outros aspectos, à abolição efectiva da pena de morte. Nesta dissertação, analisamos os documentos fundadores da CPLP e traçamos o caminho que levou a Guiné Equatorial de país observador a membro de pleno direito. Para testarmos a hipótese de uma possível reconfiguração focal da Comunidade, fazemos um levantamento exaustivo das actividades nas várias áreas de actuação. A pesquisa demonstra que não houve mudanças significativas nas actividades da organização, revelando-se esta demasiado condicionada pelos Estatutos para fazer cumprir acordos pré-estabelecidos e para se afirmar inequivocamente como agente económico no plano internacional. Este seria o momento para uma profunda revisão estatutária capaz de, por um lado, criar mecanismos de suspensão e/ou expulsão de Estados-membros incumpridores, como os que existem na Commonwealth e na Francofonia, e, por outro, dotar o Secretariado Executivo de maior poder fáctico.

The admission of Equatorial Guinea in the Community of Portuguese Speaking Countries (CPLP) has been much contested. Critics cite purely economic motives for the accession of a country that, three years later, still does not speak Portuguese but remains rich in raw materials. There are also suggestions of non-compliance with the road map for accession by the most recent Member State of the Portuguese-speaking community, with regard, "inter alia", to the effective abolition of the death penalty. In this dissertation, we analyze the founding documents of the CPLP and trace the path that led Equatorial Guinea from an observer country to a full member. In order to test the hypothesis of a possible focal reconfiguration of the Community, we make an exhaustive assessment of the activities in the various areas of interest. The research shows that there were no significant changes in the activities of the organization, which is too conditioned by its Statutes to enforce preestablished agreements and to unequivocally assert itself as an economic agent in the international arena. This would be the moment for a thorough statutory revision capable, on the one hand, of creating mechanisms for the suspension and/or expulsion of noncompliant Member States, such as those prevalent in the commonwealth and the Francophonie, and, on the other hand, of providing the Executive Secretariat with greater factual power.
