Que fatores influenciaram a implementação da Iniciativa Emprego 2009 e do Programa Garantia Jovem?

Abstract

A presente dissertação tem como principal objetivo analisar as políticas públicas de promoção do emprego jovem em Portugal, nomeadamente quais os fatores que motivaram a implementação da Iniciativa Emprego 2009 (IE 2009) e o Programa Garantia Jovem 2013 (GJ 2013). Assim sendo, foram testadas várias hipóteses sobre os fatores que determinaram a elaboração das duas medidas de política pública, designadamente: i) o aumento da idade legal da reforma e a consequente necessidade de implementar políticas de promoção do emprego jovem; ii) a influência exercida pelas instituições europeias; iii) o aumento do desemprego jovem e o consenso político sobre a necessidade de implementar políticas públicas nesta área. Os resultados deste estudo apontam para três conclusões: i) em ambas as medidas de política pública o debate sobre o aumento da idade da reforma não exerceu qualquer influência (exceto o facto de, no caso da IE 2009, se promover o emprego altamente qualificado); ii) as duas medidas foram implementadas no quadro de um acelerado aumento do desemprego jovem; iii) a influência das instituições europeias fez-se sentir no caso da GJ 2013, mas tal não sucedeu na IE 2009. Assim, foi sobretudo o problema do aumento do desemprego jovem e, no caso da GJ 2013, a influência das instituições europeias que determinaram a elaboração destas políticas.

This thesis has as main objective to analyze two public policies that promote youth employment in Portugal, and has the following research question: what were the factors that motivated the implementation of the Employment Initiative of 2009 and the Youth Guarantee of 2013? Many hypotheses were tested to determine which factors influenced the elaboration of the two policy measures, namely: i) the rise of the legal retirement age and the consequent need to promote youth employment policies; ii) the influence exerted by European institutions; iii) the rise of youth unemployment and the political consensus around the need to implement public policies in this area. The results of this study indicate three conclusions: i) the discussion around the retirement age did not exert any influence on both public policies (the exception being the promotion of highly qualified employment on the Employment Initiative of 2009); ii) it is important to have in consideration that both measures were implemented in a context of a growing youth unemployment rate; iii) the influence of the European institutions was relevant to implement Youth Guarantee 2013, but not the Employment Initiative of 2009. Thereby, it was mainly the problem of the rise of youth unemployment and, in the case of the Youth Guarantee of 2013, the influence of European institutions that determined the elaboration of these policies.
