A participação política das mulheres - em Moçambique e na Tanzânia: um estudo comparado

Abstract

Hoje, as mulheres podem participar na vida política formalmente, o que nem sempre foi possível. A representação política das mulheres pode ser vista como um processo contínuo de disputas, controvérsias e, nas últimas décadas, de alguns progressos em termos de igualdade formal. Significa que, atualmente, a mulher possui o direito legal de participar e representar as instâncias políticas. Com efeito, considera-se a igualdade política formal como o primeiro passo para alcançar a representação e, portanto, a igualdade da mulher. Esta análise contribui com um panorama da presença legislativa feminina em dois países africanos, Moçambique e Tanzânia. Nestes, observa-se que nas últimas duas décadas a proporção de mulheres no Parlamento aumentou consideravelmente, assim como no continente em geral. Deve-se, por um lado, a fatores institucionais como a democratização, as quotas de género e os sistemas eleitorais. Por outro, os novos movimentos de mulheres, regionais e internacionais, que ressurgem no inicio da década de 90, marcaram o debate da Conferência sobre as Mulheres em Beijing. As demandas eminentemente políticas demonstraram a importância do equilíbrio-género nas instituições sociais e políticas. Este estudo vê a representação das mulheres como crucial em termos de justiça e igualdade política e em termos da incorporação de novos problemas, questões e perspetivas das mulheres, fundamentais para qualquer sistema político. O objetivo é ir além dos números, explorando os fatores que contribuem para os elevados níveis de feminização da política em África.

Today, women can formally participate in political life, but it was not always possible. The political representation of women can be seen as an ongoing process of disputes, controversies and, in recent decades, progress in terms of formal equality. It means that women currently have the legal right to participate and represent political bodies. Indeed, formal political equality is seen as the first step towards achieving representation, and hence equality of women. This analysis attempts to contribute to an overview of female legislative presence in two African countries, Mozambique and Tanzania. Over the past two decades, the proportion of women in Parliament has increased considerably, not only in these two countries, but also on the continent in general. It arises, on the one hand, from institutional factors such as democratization, gender quotas and electoral systems. On the other hand, from the new regional and international women's movements, which reemerge in the early 1990s, marked the debate at the Beijing Conference on Women. The eminently political demands have demonstrated the importance of gender balance in social and political institutions. This study sees the representation of women as crucial in terms of justice and political equality and in terms of incorporating new problems, issues and perspectives of women, which are fundamental to any political system. The goal is to go beyond the numbers by exploring the factors that contribute to the high levels of feminization of politics in Africa.
