Integração de género no exército português: Perspectiva dos militares masculinos do quadro permanente

Abstract

Nas últimas décadas a maioria das Forças Armadas das democracias ocidentais foram sujeitas a grandes reestruturações e em Portugal a instituição militar tem sofrido diversas transformações, resultantes da própria sociedade, da mentalidade dominante e das mudanças históricas que determinam a natureza da sua missão e os seus objectivos. O acesso das mulheres às Forças Armadas, essencialmente devido às significativas transformações no que diz respeito à condição da mulher e à própria estrutura sócio– organizacional das instituições militares, traduziu-se num dos grandes acontecimentos que marcou e que ainda marca a sociedade portuguesa. O Exército Português, tradicionalmente masculino e considerado como o ramo das Forças Armadas mais tradicionalista, ao deparar-se com uma situação organizacional de alteração da composição social gera naturalmente relações de poder entre maiorias e minorias e problemas de integração de género. A presença da mulher no Exército tem vindo a crescer progressivamente, do efectivo total de militares que prestam serviço 14% são já do sexo feminino, distinguindo-se dois tipos de posicionamento perante o envolvimento militar e mais especificamente no seu acesso a funções de combate: os que advogam a sua exclusão (total ou parcial) e os que defendem a igualdade entre homens e mulheres e os direitos da cidadania. Neste trabalho procura-se caracterizar a integração das mulheres do Quadro Permanente no Exército Português sob o ponto de vista dos militares masculinos, tentando perceber a sua opinião sobre a integração feminina e até que ponto a classe, o posto, o tipo de funções desempenhadas e a especialidade dos militares têm ou não influência nessa perspectiva

Over the last decades, the majority of the Armed Forces of western democracies were subject to large scale processes of reorganization, and in Portugal the military institution has suffered diverse transformations, resulting from society itself, the dominant mentality and the historical changes that determine the nature of its mission and its objectives. The women’s access to the Armed Forces, essentially due to the significant transformations with respect to the condition of the woman, and the proper socioorganizational structure of the military institutions, led to one of the great events that marked, and still marks, the portuguese society. The Portuguese Army, traditionally male, and considered the most traditional of all the branches of the Armed Forces, upon encountering an organizational situation of change of the social composition, naturally generates relations of power between majorities and minorities, and related problems of integration. The presence of the woman in the Army has progressively increased with regard to the effective total of all military that provide service, 14% already being of the female sex, distinguishing two types of positions with regard to the military envolvement, and more specifically, with their access to combat functions: those that proclaim their exclusion, (total or partially), and those that defend the equality between men and women and their rights of citizenship. The intention of this paper, is to characterize the integration of the woman in the career personnel of the Portuguese Army, utilising the military male’s point of view, trying to understand their opinion regarding female integration, and up to what point the class, the rank, the type of executed functions and the specialty of the military, have or don’t have not influence in their perspective.
