Mulheres refugiadas em Portugal

Abstract

Esta dissertação aborda a temática dos refugiados, especificamente das mulheres refugiadas em Portugal. Partindo da questão que inicialmente nos intrigou - de que modo as mulheres refugiadas vivem e se autorrepresentam no contexto da sociedade portuguesa – esta pesquisa baseia-se na perspetiva das próprias mulheres, e não de outros atores sobre elas. Com base nas narrativas e experiências de sete mulheres que pediram asilo em Portugal, analisamos a sua condição de vulnerabilidade versus a sua capacidade de ação e superação das dificuldades que surgem no país de acolhimento, dando um rumo positivo à sua vida. O género é uma questão transversal à pesquisa e um fator chave na tomada de decisões e nas estratégias adquiridas ao longo das experiências vividas no país de acolhimento. As mulheres refugiadas têm dificuldades próprias e necessidades específicas de proteção. Para além de uma reflexão mais alargada sobre as políticas ocidentais cada vez mais restritivas e discriminatórias em relação aos imigrantes e requerentes de asilo, associadas ao reforço de fronteiras, a análise estende-se ao contexto legal e políticas de asilo em Portugal, bem como aos mecanismos institucionais de acolhimento e proteção dos requerentes de asilo e dos refugiados. Quais os impactes reais destas políticas no dia-a-dia destas mulheres? Que direitos lhes são efetivamente assegurados? O que a lei consagra não corresponde à realidade vivida por estas mulheres. Considera-se que para além da fragilidade institucional, existem fortes obstáculos à sua inserção e participação na sociedade. A invisibilidade das mulheres refugiadas no contexto da sociedade portuguesa mantém-se.

This dissertation addresses the subject of refugees, particularly of refugee women in Portugal. Starting from the initial question that intrigued us - how refugee women live and self-represent in the Portuguese society - this research is based on the perspectives of the women themselves, and not from other actors. Based on the narratives and experiences of seven asylum seekers women in Portugal, we analyse their vulnerability condition versus their capacity for action and overcoming the difficulties that arise in the host country, giving a positive course to life. Gender is a crosscutting issue in the research and a key factor in decision making and strategies acquired by these women over the experiences in the host country. Refugee women have their own difficulties and specific protection needs. In addition to a wider discussion on increasingly restrictive and discriminatory Western policies in relation to immigrants and asylum seekers, associated with border control, the analysis covers the legal and asylum policy context in Portugal, as well as the institutional mechanisms for reception and protection of asylum seekers and refugees. What are the real impacts of these policies on the daily life of these women? What rights are effectively guaranteed? What the law provides does not correspond to the reality experienced by these women. In addition to institutional weakness, there are high barriers to their inclusion and participation in society. The invisibility of refugee women in the Portuguese society remains.
