A política externa portuguesa na ditadura militar: as relações com Espanha (1926-1930)

Abstract

A 28 de Maio de 1926, um golpe de Estado colocou término à I República portuguesa. Aquilo que inicialmente começou por ser um levantamento militar contra um período de instabilidade política, rapidamente se transformou em revolução nacional, dando origem a uma Ditadura Militar e anos mais tarde, em novo regime político – o Estado Novo. Por sua vez, também em Espanha existia desde 13 de Setembro de 1923, um regime em tudo muito idêntico ao português, chefiado pelo general Primo de Rivera e sob conivência do rei Alfonso XIII. A acentuada semelhança entre os dois regimes peninsulares, marcou o início de uma nova etapa no âmbito das relações entre Portugal e Espanha do século XX. A normalização das relações bilaterais com Espanha afastava definitivamente os receios portugueses do «perigo espanhol», dando origem a um entendimento que se traduziu na assinatura de múltiplos acordos e que teve como ponto mais alto, a visita oficial a Espanha pelo presidente da República portuguesa, o general Carmona. A presente investigação visa aprofundar o actual conhecimento das relações políticas, diplomáticas e económicas entre Portugal e Espanha, durante o período em que vigorou nos dois países, um regime ditatorial, ou seja, desde 28 de Maio de 1926, altura que assinalou o início da Ditadura portuguesa, até 30 de Janeiro de 1930, dia em que Primo de Rivera abandona o poder e que marca o fim da Ditadura espanhola.

On May 28th 1926, a coup d'État put an end to the first portuguese Republic. That which was initially a military offensive against a political instability period, quickly turned into an all-out national revolution, bringing about Military Dictatorship and years later, into a new political regime – Estado Novo. In turn, in Spain there also had existed a very similar regime to the portuguese, that dated back to September 13th 1923, led by general Primo de Rivera, under king Alfonso XIII support. The pronounced similarity between both peninsular regimes, marked the beginning of the new stage in the Portugal-Spain relation scope during the 20th century. The restoring of the bilateral relations with Spain, pushed off the portuguese fear from the «spanish danger», originating a positive understanding, that translated into the signing of multiple agreements, having as its highest spot, the official visit to Spain of the portuguese Republic president, general Carmona. The current investigation looks at deepening today's knowledge of political, diplomatic and economic relations between Portugal and Spain, during the time it went into force in both countries, a dictatorial regime from May 28th 1926, time when the beginning of the portuguese Dictatorship was signaled, to January 30th 1930, the day when Primo de Rivera abandoned power marking the end of the spanish Dictatorship regime.
