O terceiro setor e a proteção social: que modelo para Portugal?

Abstract

Com a presente dissertação procura-se compreender o impacto que a evolução histórica, e em particular os acontecimentos mais recentes, produziram nos padrões sociais assegurados pelo Estado, sobretudo no desenvolvimento da ação social e na evolução da relação de cooperação entre o Estado e as instituições sociais, deixando uma reflexão sobre aquela que poderá ser a questão fundamental para o futuro: Que modelo para Portugal? Da análise histórica conclui-se que assistimos, a partir de 1931, a dois períodos distintos, que se caracterizam por paradigmas igualmente distintos. Durante o Estado Novo o papel do Estado em matéria de prestação de assistência social foi essencialmente supletivo. A partir de meados da década de 70, com a Constituição da República Portuguesa de 1976, foi reforçado o intervencionismo do Estado, numa perspetiva de solidariedade social, ao abrigo de uma nova conceção de cidadania social que introduziu as problemáticas relacionadas com a redistribuição de rendimentos e a garantia de mínimos sociais. Estavam assim reunidas as condições para serem adotadas medidas de política que acabaram por ser essenciais no desenvolvimento do terceiro setor em Portugal e no crescimento exponencial da rede solidária de serviços e equipamentos sociais. Contudo, nos últimos quatro anos assistimos a uma profunda alteração de paradigma no que se refere à proteção social em Portugal, coincidente com o período de vigência do memorando de entendimento assinado com a troika e com uma alteração ideológica dos partidos políticos que suportaram o Governo em funções, tendo sido produzido um novo quadro legislativo, que alterou substancialmente o paradigma que se havia sedimentado até então, com possíveis impactos na evolução futura do papel do terceiro setor no desenvolvimento da proteção social em Portugal. O que está hoje em discussão, mais do que um passado longínquo ou recente ou o presente imediato do Estado Social em Portugal, com todas as reconfigurações a que tem sido sujeito no período mais recente, em nome de uma (alegada) contenção sustentada da despesa pública, é o seu futuro e a sua missão. E poderá ser este o momento para essa discussão pública!

This dissertation seeks to understand the impact that the historical evolution, namely the latest developments, had on the social standards provided by the State, mostly in the development of the social action and in the cooperation evolution between the State and the social institutions, calling on to give thought to what may be the key issue for the future: Which model for Portugal? From 1931, and based on historical analysis, we have witnessed two distinct periods, which are also characterized by distinct paradigms. During “Estado Novo” (The corporatist authoritarian regime installed in Portugal in 1926, often considered to be a fascist regime), the State's role regarding social assistance was essentially supplementary. From the middle of the 70’s, with the Portuguese Constitution in 1976, state interventionism was reinforced in a perspective of social solidarity, based on a new concept of social citizenship, which introduced the issues related to the redistribution of income and the guaranteed minimum social standards. Therefore, all the requirements were met in order to adopt policy measures which turned out to be essential in the development of the third sector in Portugal and in the exponential growth of the solidarity network of social services and facilities. However, over the past four years, we witnessed a profound change of paradigm regarding social protection in Portugal, coincident with the term of the Memorandum of Understanding signed with the troika and with an ideological change of the political parties that supported the government, that produced a new legislative framework, which substantially changed the paradigm that had settled so far, with possible impact on the future evolution of the role of the third sector in the development of social protection in Portugal. Today’s discussion, more than a distant or recent past or an immediate present of the welfare state in Portugal, with all the reconfigurations that has undergone in recent times in the name of (alleged) sustained containment of public expenditure, it is their future and their mission. And this might be the time for this public discussion!
