As relações entre Portugal e o Zaire (1968-1974)

Abstract

A tese de doutoramento intitulada “As Relações entre Portugal e o Zaire (1968-1974)” tem por objectivo essencial o estudo das relações bilaterais entre Portugal e o Zaire, no período compreendido entre 1968 e 1974. Procurámos efectuar um estudo comparativo entre o regime de Marcello Caetano e aquele que, liderado por António de Spínola, assumiu os destinos de Portugal após o 25 de Abril de 1974. O objectivo fixou-se na identificação de continuidades ou rupturas entre as linhas de acção política adoptadas relativamente ao Zaire, na perspectiva de solucionar os principais impasses políticos de ambos os regimes. Tal situação marcou o relacionamento dos actores em causa, o Zaire e Portugal. Um dos aspectos inovadores deste trabalho consiste na defesa de que, apesar de conseguirmos identificar alguns elementos de confluência durante este período, Portugal relacionou-se com o Zaire estabelecendo relações oscilantes e evolutivas sem um padrão comum de actuação política entre os dois regimes que marcaram este período da História Contemporânea Portuguesa. É isto que se procura demonstrar nesta tese. Para um entendimento perfeito da problemática em análise, esta é enquadrada pelo estudo das orientações da política ultramarina portuguesa e na forma como se traduziram na defesa dos interesses nacionais estabelecidos, permitindo avaliar a importância do Zaire na resolução da questão angolana. Por outro lado, no contexto da política externa e africana de Mobutu, analisámos a evolução do seu posicionamento político relativamente a Portugal no sentido de influenciar a questão de Angola em seu próprio benefício.

The major goal of the PhD thesis entitled "The Relations between Portugal and Zaire (1968-1974)" is the study of the bilateral relations between Portugal and Zaire, in the period comprised between 1968 and 1974. The thesis carries out a comparative study between the approach of Marcello Caetano’s regime and the regime that was implemented after the 25th April 1974. We intend to identify continuities and ruptures between the political action lines regarding Zaire in order to find solutions for its political problems. This situation has affected the relationship involving the two countries: Zaire and Portugal. One of the innovations of this study lies in defending the argument that, although we can identify some elements of confluence between the parts, during this period, Portugal related with Zaire by establishing evolutionary and oscillating relations without possessing a common standard as far as politics was concerned. That's what we have tried to demonstrate with this thesis. For a perfect understanding of the problem, it must be referred that this problem is based upon the study of the Portuguese overseas policy and the way this policy came into practice regarding the defense of the established national interests. By doing so, their policy worked as a tool for evaluating the importance of Zaire in the resolution of the Angolan issue. On the other hand, this study has also focused upon the evolution of Mobutu’s political conduct towards Portugal in order to influence the matter of Angola for his own benefit within the context of his African and foreign policy.
