Promoting higher education mobility in the CPLP: An analysis of policy implementation in Portugal

Abstract

This research analyzes the strategies and actions adopted by the Community of Portuguese Language Countries (CPLP) to promote the mobility of higher education students among its member states. Based on academic mobility as a fundamental pillar of educational and cultural cooperation, the study seeks to understand how these initiatives contribute to strengthening Lusophone integration and projecting soft power within the CPLP. The research adopts a qualitative approach, based on the analysis of institutional documents and semi-structured interviews with representatives of Ministry of Science, Technology, and Higher Education (MTECS) and students of higher education system from the CPLP countries. The objective is to identify advances, limitations, and challenges in implementing mobility policies, and to assess their real impact on cultural diplomacy and on the promotion of a more integrated, inclusive, and sustainable Lusophone academic community.

Esta investigação analisa as estratégias e ações desenvolvidas pela Comunidade dos Países de Língua Portuguesa (CPLP)para promover a mobilidade de estudantes do ensino superior entre os estados-membros. Com base na mobilidade académica como pilar fundamental da cooperação educativa e cultural, o estudo procura compreender como estas iniciativas contribuem para reforçar a integração lusófona e para projetar o soft power no seio da CPLP. A investigação adota uma abordagem qualitativa, baseada na análise de documentos institucionais e em entrevistas semiestruturadas com representantes do Ministério da Ciência, Tecnologia e Ensino Superior (MTECS) e com estudantes do ensino superior de países dos membros da CPLP. O objetivo é identificar avanços, limitações e desafios na implementação das políticas de mobilidade, avaliando o seu impacto real na diplomacia cultural e na promoção de uma comunidade académica lusófona mais integrada, inclusiva e sustentável.
