O sector dos transportes e as parcerias público-privadas (PPP)

Abstract

Este Projecto foi inicialmente proposto pela Arthur D. Little, como um conjunto de tópicos a desenvolver, acerca das parcerias público-privadas (PPP) e o sector dos transportes, e foi realizado em cooperação com o ISCTE – Instituto Superior de Ciências do Trabalho e da Empresa. Os conteúdos sujeitos a análise foram definidos dentro de uma margem, para o aprofundamento dos que fossem necessários, mas também, para a exclusão dos que fossem menos pertinentes. Assim, a estrutura final é a seguinte: enquadramento das parcerias público-privadas portuguesas no contexto legislativo europeu, estudo de referência europeu dos modelos de governação e financiamento das PPP e, modelização financeira do eixo de alta velocidade ferroviária Lisboa – Porto.

This project was initially proposed by Arthur D. Little, as a set of topics to develop, regarding the public-private partnerships (PPP) and the transport sector, and it was executed in cooperation with ISCTE – Instituto Superior de Ciências do Trabalho e da Empresa. The contents subject to analysis were set within a margin, for the deepening of the ones that were necessary, but also for the exclusion of those less pertinent. During its execution, it was slightly reformulated, according to the relevance and quantity of data found, but also in accordance with the objectives initially designed to be achieved, by the firm. Hence, the final structure of this project is as follows: framing of the Portuguese public-private partnerships in the European legislative context, European benchmark of the governance and financial PPP models and, economic modeling of the Lisbon – Porto axis in the Portuguese high speed railway line.
