| dc.description.abstract | In some PPP projects in China, public authority and user payment for construction (PUPC) has exceeded the budget, diminishing the efficiency of public funds. This thesis aims to explore strategies for the public authority to save PUPC in the transaction and construction stage. Structured interviews are for the part assumptions (initial assumptions) of mathematical modelling of game theory, which collect real data from the field through interviews, conduct theme analysis, verify the reliability of the initial assumptions, and decide whether adjustments are necessary. The unstructured interviews are for the four research questions of this thesis, which conduct in-depth interviews, use NVivo 15 software and descriptive statistics for data analysis, obtain the theoretical model for saving PUPC. Mathematical modeling method of game theory is for the four research questions of this thesis, which establishes game tree and payoff functions, uses backward induction to solve for optimal solutions for each decision and optimal payoff functions, and finally analyzes their influencing factors and trends, forming Result 1 to Result 7. For the similarities and differences in research results between unstructured interviews and mathematical modeling of game theory, this thesis uses expert focus group to further evaluate. This thesis derives optimal strategies for three sets of decisions (the level of detail of output specifications and tender offer; incentive intensity and technological innovation; regulation intensity and opportunism) closely related to PUPC, along with their influencing factors and trends. Furthermore, this thesis obtains factor strategy and path strategy for the public authority to save PUPC. Factor strategy is that from the perspective of the factors influencing PUPC, the public authority actively adjusts or optimally selects the exogenous variables (characteristic parameters) influencing PUPC. Path strategy is that from the perspective of the path to save PUPC, the public authority selects the equilibrium path in the strategic game of project implementation. These have significant value in saving PUPC, enhancing the efficiency of PPP project funds. | |
