| dc.description.abstract | One of the most pressing challenges in modern European cities has been housing affordability, and Lisbon is no exception. In recent years, the gap between household income and housing costs has widened, placing increasing pressure on both families and policymakers. In response, the Câmara Municipal de Lisboa launched the Programa Renda Acessível, a large-scale initiative designed to promote social inclusion through long-term public-private partnerships. This analysis focuses on the financial and strategic evaluation of the Benfica urban development project, the inaugural investment of Marcellus Capital, a Portuguese institutional fund dedicated to real estate projects with social and economic impact. The research seeks to answer a central question: Can investing in affordable housing be financially sustainable in Portugal? To address this question, the study develops a financial model that interprets the concession structure through the lens of private equity investment. It examines how capital can be mobilized responsibly, without compromising the public mission of affordable housing. Through market analysis, internal assessment, and financial modelling, the project explores whether a balance can be achieved between economic return and social value creation. The result of this business plan aims to contribute to a broader discussion on how Portugal can create conditions for institutional investment in housing that is accessible, sustainable, and inclusive. | |
