A prática dos Assistentes Sociais com população refugiada à luz dos Direitos Humanos

Abstract

Esta dissertação de mestrado, intitulada “A prática dos Assistentes Sociais com a população refugiada, à luz dos Direitos Humanos”, analisa a intervenção do Serviço Social junto desta população, sob a ótica da competência cultural e da perspetiva das forças. A investigação partiu da questão central: “Quais são as dimensões que compõem a intervenção do Serviço Social com a população refugiada, à luz dos Direitos Humanos e da perspetiva das forças?”. Através de uma metodologia qualitativa, baseada em entrevistas semiestruturadas a assistentes sociais, e posterior análise de conteúdo, foram identificadas as dimensões centrais da prática profissional. Os resultados evidenciam que a intervenção se estrutura em três eixos orientadores: uma postura ética e humanizada; a construção de uma relação de proximidade e vínculo; e uma abordagem centrada na pessoa, para além da sua condição de refugiado. Estes pilares refletem o compromisso com a dignidade, a escuta ativa e a valorização das capacidades individuais. O estudo identificou também constrangimentos estruturais, como lacunas em políticas públicas e instabilidade documental, que limitam o acesso a direitos e a promoção da autonomia. Em contrapartida, destacam-se práticas de resistência e estratégias adaptativas que reforçam a salvaguarda dos Direitos Humanos. Conclui-se que este estudo contribui para o Serviço Social ao sistematizar práticas culturalmente competentes e ao integrar a perspetiva das forças na intervenção, reforçando a necessidade de uma prática crítica e reflexiva para a promoção de ações mais humanizadas e eficazes na garantia de direitos.

This Master’s thesis, entitled “The practice of Social Workers with the refugee population, in the light of Human Rights”, analyzes Social Work’s intervention with this population through the lens of cultural competence and the strengths perspective. The research was guided by the main question: “What are the dimensions that constitute Social Work intervention with the refugee population, in the light of Human Rights and the strengths perspective?”. Using a qualitative methodology, based on semi-structured interviews with social workers and following a content analysis, the core dimensions of professional practice were identified. The findings revealed that intervention is structured around three guiding axes: an ethical and humanized approach; the building of a close and trusting relationship; and a person-centered approach that goes beyond the refugee condition. These axes reflect the commitment to dignity, active listening, and the recognition of individual capacities. The study also identified structural constraints, such as gaps in public policies and documentary instability, which limits the access to rights and the encouragement of autonomy. At the same time, practices of resistance and adaptive strategies were highlighted, reinforcing the safeguarding of Human Rights. It is concluded that this study contributes to Social Work through the systematization of culturally competent practices and the integration of the strengths perspective into intervention. It also reinforces the need for a critical and reflective practice that promotes more humanized and effective actions in ensuring rights.
