A intervenção das organizações da sociedade civil com crianças talibé na Guiné-Bissau: Entre a cultura e o tráfico

Abstract

O presente estudo analisa as estratégias das organizações da sociedade civil na Guiné-Bissau, no âmbito da sua intervenção face ao fenómeno das crianças talibé. O termo "talibé" refere-se a crianças, predominantemente rapazes, enviadas pelas suas famílias para obter educação religiosa, sob a tutela de líderes religiosos (marabus). Contudo, muitas dessas crianças vivem em condições de extrema vulnerabilidade, sendo frequentemente sujeitas à mendicidade forçada, maus-tratos e negligência. Apesar de muitas crianças continuarem a ser enviadas para o Senegal, este fenómeno tem-se vindo a intensificar nos últimos anos na Guiné-Bissau. Com base numa metodologia qualitativa, foram realizadas sete entrevistas semiestruturadas a profissionais de quatro organizações da sociedade civil (AMIC, AGLUCOMI-TSH, AMI e ADPP Guiné-Bissau) selecionadas através de uma amostragem intencional, com recurso à técnica de bola de neve. Os resultados evidenciam que, apesar dos esforços das organizações para adotar abordagens culturalmente sensíveis, as fragilidades estruturais e institucionais do país limitam a eficácia das intervenções. Conclui-se assim, a importância de reforçar o papel do Estado e promover a criação de respostas endógenas e, mais sustentáveis, para que se continue a trabalhar numa mudança conjunta em prol da proteção das crianças talibé.

This study analyses the strategies of civil society organizations in Guinea-Bissau in the context of their intervention in relation to the phenomenon of talibé children. The term talibé refers to children, predominantly boys, who are sent by their families to receive religious education under the tutelage of religious leaders (marabouts). However, many of these children live in extremely vulnerable conditions and are often subjected to forced begging, abuse, and neglect. Despite many children continuing to be sent to Senegal, this phenomenon has been intensifying in recent years in Guinea-Bissau. Based on a qualitative methodology, seven semi-structured interviews were conducted with professionals from four civil society organizations (AMIC, AGLUCOMI-TSH, AMI, and ADPP Guinea-Bissau), selected through purposive sampling and using the snowball technique. The results show that, despite the organizations’ efforts to adopt culturally sensitive approaches, the country’s structural and institutional weaknesses limit the effectiveness of interventions. It is therefore concluded that reinforcing the role of the State and promoting the creation of endogenous and sustainable responses are essential to continue working towards joint and lasting change for the protection of talibé children.
