From vision to impact: Assessing tourism investments under ‘Alentejo 2020’ while redefining future evaluation strategies

Abstract

This thesis offers a thorough examination of projects funded under the Alentejo 2020 initiative that have a connection to the tourism sector. It assesses the alignment with the European Union's original objectives for the funding and the success rate of the funded projects. The specific objectives researched were Competitiveness and internationalization, sustainability, Innovation, Human capital, and social inclusion. While using official public data from the Portuguese government, a measurement table was created to assess these funds in terms of compliance with the objectives and to identify possible errors within the funding process, from start to aftercare. Each project was scored across all objectives, allowing a comparative analysis. To explore causal patterns and draw a valid conclusion, a fuzzy qualitative comparative analysis was conducted on the finalized measurement model. The analysis revealed that there was no prominent objective crucial for the success of a project. However, the combination of human capital, sustainability, and innovation showed relatively positive outcomes. The thesis identifies an error that highlights the manual labor involved in the funding process. To finalize the work, a set of recommendations is provided for future funding purposes.

A presente tese analisa em profundidade os projectos financiados no âmbito da iniciativa Alentejo 2020 com ligação ao sector do turismo. Avalia o alinhamento com os objectivos originais da União Europeia para o financiamento e a taxa de sucesso dos projectos financiados. Os objectivos específicos investigados foram Competitividade e internacionalização, sustentabilidade, Inovação, Capital humano e inclusão social. Recorrendo a dados públicos oficiais do Governo português, foi criada uma tabela de medição para avaliar estes fundos em termos de cumprimento dos objectivos e para identificar possíveis erros no processo de financiamento, desde o início até ao acompanhamento posterior. Cada projeto foi pontuado em todos os objectivos, permitindo uma análise comparativa. Para explorar padrões causais e chegar a uma conclusão válida, foi efectuada uma análise comparativa qualitativa difusa do modelo de medição finalizado. A análise revelou que não havia nenhum objetivo proeminente que fosse crucial para o êxito de um projeto. No entanto, a combinação de capital humano, sustentabilidade e inovação apresentou resultados relativamente positivos. A tese identifica um erro que aponta para o trabalho manual no processo de financiamento. Para finalizar o trabalho, é apresentado um conjunto de recomendações para futuros objectivos de financiamento.
