Determinants of technical efficiency for Portuguese public higher education institutions taking research and education into account

Abstract

In this thesis we seek to study determinants of technical efficiency in 32 Portuguese Public Higher Education Institutions, including both Universities and Polytechnics, in the academic year 2023/24 making use of a two-stage double bootstrap DEA methodology following an output-orientation as established in Simar & Wilson (2007). To address prominent gaps in the literature we isolate the two main institutional goals: Research and Teaching and deconstruct both these further between two dimensions: Quality and Quantity metrics, giving us a new analytical framework with four axes of analysis. The empirical findings reveal that Research and Teaching efficiency have different determinants, uncovering a number of trade-offs and complementarities between and within the institutional goals and dimensions considered. This provides valuable insight on how institutional factors such as funding structure, presence in central regions and predominance of given academic fields affect technical efficiency. We also obtain rankings of technical efficiency for all Higher Education Institutions considered, revealing those who are more in need of improvement. These results are valuables to institutional managers and policymakers in Portugal. The thesis concludes with targeted policy recommendations, framed alongside the inherent limitations of the research.

Esta tese analisa os determinantes da eficiência técnica em 32 Instituições de Ensino Superior Públicas Portuguesas, incluindo universidades e politécnicos, no ano letivo de 2023/24. Do ponto de vista metodológico, aplica-se um modelo de Análise Envoltória de Dados (DEA) em duas etapas com correção de bootstrap duplo e orientação para o output, conforme estabelecido por Simar & Wilson (2007). Para colmatar lacunas proeminentes na literatura, a análise isola os dois principais objetivos institucionais: a Investigação e o Ensino, e desconstrói-os analiticamente em dimensões distintas de métricas de Qualidade e Quantidade, resultando num novo quadro analítico assente em quatro eixos. Os resultados empíricos revelam que a Investigação e o Ensino possuem determinantes de eficiência distintos, revelando vários trade-offs e complementaridades entre e dentro dos objetivos e dimensões institucionais considerados. Consequentemente, este estudo fornece perspetivas valiosas sobre a forma como fatores institucionais, tais como a estrutura de financiamento, a presença em regiões centrais ou a relevância de áreas académicas específicas, influenciam a eficiência técnica. Adicionalmente, são obtidos os rankings de eficiência técnica para todas as instituições de ensino superior analisadas, identificando aquelas que necessitam de maiores melhorias. Estes resultados são de elevada utilidade prática para os gestores institucionais e decisores políticos em Portugal. A tese encerra com recomendações de políticas públicas direcionadas, enquadradas pelas limitações inerentes à investigação.
