Industrial policy has once again become a key element of policymaking in both developing and developed countries in the last decade. Given that, there is a growing debate about how this strategy should be applied in the 21st century. This research seeks to contribute to this debate, by deploying a comparative analysis of the four industrial policy programs presented in Brazil in the first quarter of the 21st century, with the aim of identifying the strategy of industrialization pursued by this country. Thereby, this dissertation reveals that Brazilian industrial policy deployed an innovative and export-oriented character in the 2000s, but has turned to a more inward-oriented model of industrialization from 2011 onwards. These shifts are explained in the light of the political economy context, as suggested by the literature on Varieties of Industrial Policy. It is worth noting, however, that these models of industrialization do not exclude each other. Actually, they have been used in parallel in Brazil, showing that apparent divergent strategies of industrialization can be complementary.
