| dc.description.abstract | Humanitarian financing faces increasing pressure due to the rising scale and complexity of crises, as well as persistent gaps between funding requirements and available resources. While traditional grant-based mechanisms continue to dominate, they are increasingly insufficient to address the growing humanitarian needs. This dissertation explores the current landscape of humanitarian financing, identifying its main challenges, and examines how innovative financing mechanisms can contribute to overcoming them. The research applies a qualitative methodology based on a systematic literature review and narrative synthesis, complemented by a comparative analysis of both traditional and innovative financing instruments. In addition, the study develops and tests a decision-support tool grounded in Multi-Criteria Decision Analysis (MCDA). This tool aims to match humanitarian organizations with financing options that best align with their specific profile and needs, based on a transparent and replicable set of criteria. Findings suggest that while innovative instruments such as blended finance, results-based funding, and risk-sharing mechanisms offer promising avenues, they remain largely inaccessible to smaller and local NGOs due to high technical, regulatory, and administrative barriers. The decision-support tool presented here seeks to reduce these barriers by providing a structured framework for organizations to navigate the financing landscape more effectively. By combining theoretical analysis with a practical tool, this dissertation contributes to both academic debates and operational practice, highlighting the potential of innovation not only to mobilize additional resources but also to improve the transparency, equity, and effectiveness of humanitarian financing. | |
