Abstract: | Nas últimas décadas, a introdução de medidas managerialistas, sob a influência da Nova
Gestão Pública levou diversos países da OCDE, incluindo Portugal, a desenvolverem
esforços para implementar sistemas de avaliação do desempenho nas respetivas
administrações públicas. Porém, os resultados atingidos com esta medida reformista
ficaram aquém das expectativas. Não obstante o conhecimento de diversos aspetos
positivos relacionados com a sua implementação, a literatura refere também
dificuldades e consequências não intencionadas. O presente working paper insere-se
num trabalho de doutoramento em Sociologia e tem por objetivo sistematizar os
principais benefícios, dificuldades e consequências não intencionadas decorrentes da
implementação de sistemas de avaliação do desempenho no sector público apontados
pelas pesquisas efetuadas nesta área. In recent decades, the introduction of managerialist measures, under the influence of New Public Management has led many OECD countries, including Portugal, to implement performance appraisal systems in their public administrations. However, the results achieved with this reform measure fell short of expectations. Despite the knowledge of many positive aspects regarding the implementation of these systems, academic literature also refers difficulties and unintended consequences. This working paper is a part of a doctoral research in Sociology and aims to present a theoretical reflection on the main benefits and unintended consequences of performance appraisal in public sector. |
