Abstract: | O trabalho estuda a primeira fase da influência da OCDE nas políticas públicas de
educação em Portugal, num período que vai desde o início dos anos 60 até 1974.
Analisa-se o contexto da política educativa portuguesa e a dinâmica interna da própria
OCDE, o Projeto Regional do Mediterrâneo como instrumento de intervenção da
organização e os efeitos nas políticas em Portugal, designadamente através dos
impactos no planeamento educativo e no alargamento da escolaridade obrigatória, num
primeiro momento e da reforma Veiga Simão e do IV Plano de Fomento, num segundo
momento. Conclui-se pela ocorrência de uma mudança de paradigma na política
educativa portuguesa caracterizada pela valorização da educação e pela democratização
do acesso e melhoria da igualdade de oportunidades. The study is about the first phase of the OECD action in the Portuguese education public policy, related to a period from the early sixties to 1974. We analyze the context of Portuguese educational policy and the internal dynamics of OCDE, the Mediterranean Regional Project as OECD’s action instrument and the policy effects in Portugal, in the first moment namely trough the impacts in educational planning e extension of compulsory education and, in the second moment, in the Veiga Simão educational reform and the government plan for development. We conclude that a paradigmatic change occurs in the Portuguese educational policy which was characterized by the improvement of education social value and by the democratization of the school access and the improvement of the equality of opportunities. |
