O processo de importação de veículos através das fronteiras da província e cidade de Maputo

Abstract

A divulgação dos procedimentos sobre as importações assume especial interesse para a maioria dos Estados, uma vez que permite a sociedade aderir voluntariamente ao cumprimento das suas obrigações fiscais e aduaneiras, garantindo um bom desempenho nas suas atividades. Este estudo analisa até que ponto os utentes dos serviços aduaneiros possuem algum conhecimento sobre os procedimentos de importação de veículos e que implicações estratégicas para o desenvolvimento da economia moçambicana e para a melhoria da vida do cidadão poderão advir da existência ou não de algum conhecimento sobre tais procedimentos. O estudo analisa também os fatores que contribuem para a existência de apreensões de veículos em regime de importação e as ações que devem ser tomadas pela Autoridade Tributária de Moçambique (AT) para evitar a violação dos procedimentos e legislação aduaneira relacionada com a importação de veículos. O estudo tem ainda como objetivo analisar o impacto do processo de divulgação dos procedimentos e a legislação aduaneira de importação de veículos na província e cidade de Maputo. A amostra em estudo foi constituída por 214 inquiridos na província e cidade de Maputo sendo 111 inquiridos provenientes da população de forma geral, sem exclusões e, os restantes 103 inquiridos, provenientes também da população em geral mas excluindo-se os funcionários da carreira aduaneira da AT e os Despachantes Aduaneiros. Os resultados revelaram que, a maior parte da sociedade residente na província e cidade de Maputo, possui conhecimentos básicos sobre os procedimentos e legislação aduaneira relativa a importação de veículos; não existe uma base de dados de gestão de veículos em regime de importação temporária; há fraqueza no controlo e fiscalização de veículos em regime de importação e que a maior parte da sociedade nunca participou nas campanhas de educação fiscal e aduaneira organizadas pelas brigadas da AT. O presente trabalho contribuirá para a definição de ações que permitirão operacionalizar a implementação da estratégia de comunicação para com os utentes sobre os procedimentos a ter em conta na importação de veículos.

The disclosure of the procedures about the importations is of great interest to the majority of the states, since it encourages the society to voluntarily compliance with their tax and customs obligations, thus guaranteeing a good performance in their activities. This study analyses to what extent the users of the customs service possess some knowledge about the procedures of vehicle importation and what strategic implications for the development of the Mozambican economy and for the improvement of people’s lives may occur due to the existence or non existence of the knowledge of such procedures. The study also examines the factors that contribute to the existence of seizures of vehicles under importation regime and the actions to be taken by the Taxing Authority of Mozambique (AT), as to avoid the violation of the customs procedures and legislation, in regard to vehicle importation. However, the study also has as objective analysing the impact of the process of disclosing the customs procedures and legislation of the vehicle importation in the city and province of Maputo. The study sample comprised of 214 respondents in Maputo city and province, of which 111 were from the general population, without exclusions, and the remaining 103 respondents were also from the general population, but excluding customs employees from Taxing Authority and Customs Brokers. The results revealed that, the greater part of the residents of Maputo city and province, have basic knowledge about the procedures and customs legislation, in regard to vehicle importation; there is no data base management of vehicles under temporary importation regime; there is weakness in the control and supervision of vehicles under importation regime, and that the majority of the society has never participated in tax and customs education campaigns organised by Tax Authority brigades. From the results of the survey, it was found that there are acceptable levels of reliability, appearing to be a relevant contribution for the definition of actions to operationalise the implementation of the communication strategy for the users, about the procedures to be taken into account in the importation of vehicles.
